They should really make this more fluent. Like when one Bo3 (Team A and B) finished, immediately start drafting the next Bo3 (Team C and D) when it's possible

Korean Super League does it much more quickly. The only time there is an extended break is between series and sometimes after 3 or more matches in a row in a longer series there will be a longer break. Barring unexpected technical problems it's definitely possible to reduce the downtime that they had yesterday.

I know blizz gave certain KR orgs access to an offline SC2 client, or at least I had heard that at some point in the last 5 years.

OGN has the advantage that they only play a single series. That means everything gets set up half an hour before the stream even starts, so there won't be breaks for players to set up their PCs, which tends to be very huge time sink, especially if something doesn't work perfectly. They also don't have to schedule for following matches. At HGC the teams of the succeeding series need to know when they have to start and likely won't be prepared that much earlier, so if a series or two are very short, it might take longer to gather all the players for the next series.
While there are quite a few breaks that could probably be avoided, comparing it to OGN is a bit unfair, because it's a completely different situation.
As for Starcraft leagues, setting up two PCs is easy, setting up 10 has a much higher chance that something goes wrong and takes time to resolve.

Wouldn't it make sense to get the players setup and ready before even starting the stream so the desk can talk and such like and use that time to get any issues solved

The time gap between series is understandable, but I'm more focused on the time between matches during the same series compared to OGN.

Speaking of Throws. PBA game 2 vs Fanatic. ....They fought so hard to get back, to just throw it away on decision making.
So indecisive about what to do after having actually taken a great fight. If you wasted more than ..10 seconds doing anything else after a won fight. Core is no longer an option.
