How to increase forum membership?

My job this summer is to basically find a way to get a new political forum started up and running. (Yes, I am being paid, no, I am not programming or coding or anything like that). However, I have very little idea of how to do this. While I am a member of multiple forums, I am not an originator of forums. I want to know, what makes you sign up for forums? How do you know which forums you want to join, and which ones to not? What repels you from a forum, and what draws you to it? Do contests and promotions help? What about the level of moderation? If I wanted to control the topics, should I blatantly say so or what? Any advice would help here

political people have their opinions and ideals. those are not changed by what others post on forums.
a political forum sounds like a flame war in the making. the donkeys will team up with the donkeys and the elephants will do the same.

Content, contribution, forum ethos and lots of backlinking and self publicising. Take a look at Spartan's posts to get an idea of the latter. Message admins on websites you'd be competing with and offer to become partners (in practical terms you'll just link to each other) to get a one way stream of members from them.

just take a look at the religion and political debates on this forum. it's full of flames, which repels a ton of people away.

Perhaps I should rephrase what I'm saying by political:

I'm looking at something more similar in context to something like Realclearpolitics, something as neutral as possible. This is what I am asking-should I also use be heavy handed in moderating?

Unfortunately this is pretty accurate. In general the only people who seek out political forums are merely looking for a soapbox for them to preach their ideals, and this seems to be the stigma attached to most political forums that don't pander exclusively to the right or left (Michael Moore or Sean Hannity forums for example which are usually just circle jerks rather than preaching). If the forums are moderated very well then maybe you can try to advertise that factor. Become active in other political forums and subtly try to plug this forum into some of your discussions.

Maybe project wonderful serves some political forums/sites that you can use to advertise on (if you have a budget for that). I actually have no experience on this either, so take my advice lightly.

of course it should be heavily moderated, since it's some politcal forum, you don't want random republican come in and post "shut you you dumb baby killer" or some democrat say something like "fuck you, you rich prick".

As a more serious note. If you lead it right and the people who joined your forum is targetted right, and the topic is right, you won't need modding to get rid of things. It'll just work out.
FOr instance, try to visit a tech forum, there is NO NEED to be modded at all because everyone's so civilized and not angry.
For instance, visit battle.net forum then of course it needs to be modded.

Base line is you want to choose your target forum goers carefully

I see the "current number of users online" and the number of recent posts as an indicator of the quality of the forum, with higher being better quality. But to get the ball rolling, especially for a political forum, it'll be hard, and that's why you were hired to do it :p.

Getting a new forum started is probably going to require a pre-existing site/community of some sort. If you have a site with political articles, try allowing comments on the articles first, then opening a forum once you're getting a lot of comments.

You need to start working discussions about the subject - and these discussions need to be interesting. You need to create some content. On the base of this content you need to build a crew of forum members, who will share the same view. The best way to unite people is to find an enemy for them, e.g. you can say that your forum was hacked by other party etc.
Also you should make "general" topic, about music, youtube videos etc.

Another option is making a random section and making something completely random there, which will get your site on digg...

You need members, who are so impressed by the quality of the forum that they tell their friends to come. I think that's what it all boils down to in the end, word of mouth. And the best way to generate that is to have quality discussion and content.
Their are four errors in this sentance.

The site itself needs to host good content. You need a foundation for the forum.

You can try to invite weekly "famous" guest writers to your forum in an attempt to stand out.

Pretty much this. Debating politics online is one of the worst, most frustrating things you can do. It will also make you painfully aware of just how many mentally handicapped people there are in the world that have internet access.

If you want any form of quality in a forum where you discuss politics, you need HEAVY moderation and strict rules. One of the forums I frequent has been very heavily moderated for years, with a lot of rules about which subjects are ok and which aren't (e.g. the Israel-Palestine subject is banned since it easily derails into flamewars, and until just recently any topics about religion were banned for the same reason). This has lead to very high quality topics and polite members - root out the weeds before they sprout and you won't have to worry about them later on.
With the quality going up, more members will join over time.
1000 at least.
