I challenge you to get a concealed carry permit, and draw your pistol in a city, in front of multiple police officers. I promise you it is not legal to have your gun OUT in public. Not outside of your house, drawn.

Visible does not mean drawn. Visible is in fact legal in Virginia. You don't need to conceal it.

I know that Delaware Technical and Community College has one of these systems. I think some combination of the two would be best, because people who live off campus may still try to go to class in the afternoon.
