Off the top of my head, I'd have to pick: Crocodile from One Piece It's not so much that he can wreck people straight up, which he can, but all the planning and manipulation he did on top of that. He was the first major obstacle in the manga's story where the heroes didn't just yawn-steamroll him upon their initial meeting. Main character had to engage in some major plot armor to avoid dying - on more than one occassion. He was planning on taking over an entire country, had thousands of expendable people working for him in a criminal organization (of which less than a dozen knew who he actually was), and he had the country's people publicly calling him a hero while in the shadows he was undermining their entire government and fueling a massive revolt involving hundreds of thousands. If someone random discovered his plan and accused him, nobody would believe him as he pretty much had the entire population on his side. Dance, puppets, dance. Someone mentioned Sylar from Heroes. He was a pretty cool villain as well for awhile. Before the writing went to shit and all that. | ||

Claude Frollo from Notre-Dame de Paris. The one from the book, not the horrible cartoon. A devout priest torn between his beliefs and his passion for a beautiful gypsy. Despite Frollo's awful deeds and twisted desires, the author makes you feel torn between pity and hatred for him. Ellsworth Toohey from The Fountainhead. Definitely the most consistently despicable intellectual I've ever seen, in fiction or otherwise. Stavrogin from The Demons. A better embodiment of nihilism could not be created. He's the most sinister, disturbing, disgusting creature you will ever see in a book (and that's without reading what the government censored at the time). Mike Hammer (only in the earlier books, especially One Lonely Night). He's always intended to be the hero, but he doesn't look or act like one, and rarely does anyone in the story think he's anything but a villain. He's stubborn, mean, ugly, rough, a ruthless killer--but he does his job and protects his values all by himself, without fail. | ||
