Sorry, if you jump into an argument whose crux was whether bullies deserve to have their necks broken in defense of the "pro" position without specifying that you don't agree with that person, I'm going to assume that you agree with them.
Are you guys sure this story is accurate? The little kid who is punching the other guy in the face has to be the bullied kid who is taking a courageous stand... If the bigger kid isn't looking at the smaller kid, he probably wouldn't even realize he has been touched. Probably the only way you are going to faze him is if you're video taping a bunch of sissy girls poking him. They should be held back a couple of grades. I saw the big kid teach the little kid why there are weight distinctions/classes in fighting. Suspend him? They should make him a tutor for the kid. The guy probably saved his life in the future.
That type of violence is terrible. Kids need to be unafraid to tell an adult when they're being bullied, and I think we can thank macho macho american media like movies and TV shows for burning that into their minds. It's ok to tell an adult!

I don't understand how most people seem to think it's all black and white. What he did was completly unacceptable, you can not throw someone head first into the pavement, ever. I know what it's like to be bullied, and I know what it's like to be big. I'm 2 meters tall and I'm no Peter Crouch. I had 3, 3 year older kid torment me for well over 3 years, and I mean proper torment. Such as wrestle you to the ground take your cloths and burn them torment.
I'm happy that this guy stood up to a bully, but he did it in a very wrong way. Nobody deserves to live their lives with a broken neck. The fear I have for this is that getting this much recognition for doing this will make this a "Signature move" something he'll use everytime ´he gets in a fight. And one day someone will get really badly hurt or worse, and trust me if that happens regardless of how much of a bully the other guy is two lives will be ruined that day.
So actually in terms of punishment ratio I think the school got it right. The bully got the worst punishment becuase he did a really bad thing over a long period of time and the kid got a punishment for handling it in a unacceptable way.
As for not thinking that way when in a fight... If you are big you have to, every single time. I've been in plenty of fights in my life and I've held back in every single one of them because it's really easy to be hard on the internet say that killing someone is deserved, but in real life if you harm someone that will scar them for life it will haunt you, regardless of how much of an ass they've been to you.

I dunno how other countries work, but here in Norway you'd have to kill someone to get suspended. Fights break out all the time, and you can't do anything about it. Kids are kids after all.

I can't tell for sure what country this is, but I'd be surprised if it doesn't have this exact law. The bully in this video is clearly shown punching Casey.

Note the two+ people in the background, waiting to help out and videotaping the event. You really think this coward would have picked on him by himself? Assholes had it all laid out for humiliation before Casey pulled a Zangief.
And bullying by smaller people happens all the time, simply because most people expect the larger person to be the bully most of the time for some strange reason. And because they don't look like bullies, smaller bullies are the hardest to pin down and easiest to sympathize with.
Plus it's easier to blame the victim if he goes for a teacher.
I felt a small feel of adrenaline rushing through me when I watched him getting punched in the face. I was bullied a few times, but not the degree of the video but enough to retaliate and release my anger. Though all those times I was too scared to do anything because I thought I would seriously hurt the other person.
Maybe I might've done the same thing that this kid did (not that I could've grabbed someone and slammed them on the floor but to do something drastic) but again I was afraid of seriously hurting the other person. I was the type and still am to keep my anger in so I felt like I could've done anything to make sure I won the fight (of course to not seriously injure but to make sure the other guy stayed down) with my bare hands.
Hopefully the kids will leave him alone... or they'll just gang up on him and jump him when he's alone. I'm glad he stood up for himself good job yo.

You clearly haven't seen many kids that are bigger than the bully but still getting picked on. There are a lot of reasons why he was getting picked on and you listed one of them.
There was a time at a family party that this kid was sprinkling confetti all over me and it itched with annoyance like a motherfucker. I looked at my grandpa and he made a little "wack him with the piñata stick" so I did and we probably would've fought. I was super nervous and scared but I stayed calm and stood my ground until he did something but it got broken up by some dude. Then later he left me alone and I think I sensed a little fear in him which was cool but weird at the same time.

No you're allowed to defend yourself, but you're not allowed to use excessive force. If this had been between adults he would have been convicted of using excessive force. He had the guy completly pinned down and trying to break his neck would never ever hold up as self defence.
