Edit: Also, it appears we have higher than usual miner activity in our area, and Cael spotted a Rorqual being cyno'd in to Hedal (Second Rorqual within three weeks in the Isto pocket). With 3 others matching that Corp in local.

Also they've got a lovely rule where; If they're being wardecced, the new people aren't allowed to undock any ships unless theyre being taken out on a roam. Sounds fun to me

my vengence can tank a neuting rupture for quite a long time, this is a good thing to know. Unfortnatly i dosnt have a damage control and i didnt expect to be alphaed from 20% armor to 0% structure :-(.

That was corp vs corp by the way. Our efficiency has gotten so high that we've taken to killing corp members using out of corp alts to try and nerf ourselves.

This is a little off-topic but this seems to be the main running Eve thread. What kind of time commitment does it take to make progress at a reasonable rate? In other words: how much time (per week lets say) would I need to play to not be spinning my wheels?

As tofu says, as long as you update your skill queue your character advances his skills, leading to a net advancement rate of one second of training per second, leading after a week of aggregation to illustrious director Tofu's conclusion (using firebolt's excellent guide to counting upwards) of one week per week.
Skill advancement speed does depend on attribute levels (modified by remaps and implants) but even if you were so utterly clueless (i.e. not in the hatchery) as not to have any implants or to have remaps you would still advance skills by logging in as frequently as needed to update your skill queue.
