Ah weird.
I assume PoGo was active the whole time. Check the top left of your screen periodically. If the GPS icon is spinning it won't track your kms.

The Egg distance tracking is a bitch, I wish there was like a automatic Egg switcher for the infinite incubator.
For example I went running the other night, had 4.7/5km on tracker when I left home so decided to walk 300 meters, hatch then put new egg to incubator and pocket my phone.
Sounds good right, nope got stuck on 4.9km for several hundred meters.

The 15%-20% improvement over 18k seems entirely explainable by the problem where you have an egg at like 4.7km, but have to wait for the next batch update to hatch it. So the egg goes from 4.7km to say 5.4km and you lose that .4km. With the buddy system it just keeps going so you don't 'lose' that extra distance. You'll go from like .7km to .4km + candy in one distance update.
This gives the appearance of the tracker being more accurate, people are measuring tracking accuracy with a different metric now.

I'm in the same situation with Nidoran(F). Over 200 candies but since I haven't been able to hatch one I got nothing to use them on.

Do you guys think that for high base stats Pokemon like Snorlax, IV doesn't really matter? Imo movesets are much more important. Obviously it would be good to have the best of both, but some Pokemon are really hard to come by.

My 14/14/13 Vileplume has been destroying water pokemon. I am so happy with that pokemon! + Show Spoiler [Pokedex entry for Vileplume] +Vileplume's toxic pollen triggers atrocious allergy attacks. That's why it is advisable never to approach any attractive flowers in a jungle, however pretty they may be. I named it LizzysFlower. Anyone get the reference?

It matters. My Blastoise has shitty IVs, I thought it wouldn't be an issue, turns out he'll have ~200 CP less than a maxed one at max level =/
My Dragonite is 100% IV, at max lvl he'll have 3500 CP, what a beast. A 0% IV Dragonite would probably strand at 3200-3300 CP.
Moveset depends on Pokemon I guess. For Dragonite the worst set you can have is Steel Wing / Hyper Beam, that's meant to be a defensive Dragonite but it's 10% worse than Steel Wing / Dragon Pulse. No big deal. So here I would say IVs are more important.
