Usually you want armour to at least have lots of resistances and life, same for rings. But you need quite a bit for most of them to be worth something.
Bows & most weapons you want lots of physical damage or lots of elemental damage, crit chance can make them even more worth. Generally, flat elemental damage is only desired on really quick weapons, like the fastest foils and bows.
But there are so many things that can be desired depending on the build, for example Intelligence on rings is really nice for most marauders so having that together with good res and life will probably up the price quite a bit. For RF players high Strength and as much Life as possible is desired, so if you have both of those with a really high roll chances are you can sell the ring. Then there are builds that stack Dexterity, for example Iron Commander Ballista builds etcetc...

%spell dmg, cast speed, flat spell damage on a wand/sceptre
attack speed, spell damage, crit multi on a dagger (the people who want daggers as casters need high attack speed)
high total resists, life or ES and something on top like a high damage or ele roll
T1 life, high strength and high resists on a coral base is insane this league specifically (RF builds).
2 stats that work together and are supported by something somehow is usually sellable. 3+ high stats that work together is usually rather valuable. 4-5+ high stats that work together can quickly be in the multiple exalt range.
Those kind of things. When an item has multiple high rolls that *could* work together but you can't think of something, better link it in guild to get another idea. While that's not perfect either it could bring in the extra perspective that makes you not sell a 2-3ex item for a few chaos. Most money is usually made with lots of smaller sales, that's where "tabs are p2w" is pretty accurate from my point of view.

More damage and attack speed is never bad.

I opened Hall of Grandmasters map last night without reading about it, lost all of my exp bar from some hilarious deaths. There a level 100 char named Zami or something that I do literally no dmg to, rip.

there's dyness which is a ES regen tank with insanely overcapped resists. he used to be almost impossible to kill but then frost bolt came out. and now ES is nerfed, so maybe he's actually a pushover now. :p

Looking to start a new char capable of all end game contents, is this RF build good? Aside from Kaom's, everything else seems rather affordable?

Disclaimer: I didn't read the whole guide.
His Claim that you can do -max or vulnerability maps is probably not quite true if you play hardcore (in this case I don't want to rely on ruby flask uptime to survive) or don't have gems corrupted to lvl 21. Also I doubt that you can do a combination of these mods unless you have really good gear. This may become an issue in running red maps where you want double pack size rolls.
I also don't see how he actually uses cyclone on mana (he doesn't seem to use BM with it)? It's also popular to link cyclone with life gain on hit for extra survivability. Also not sure how reliable the lgoh or the elemental overload procs are with zero accuracy without doing the math(EO should probably be fine, but lgoh may not be as effective as desired).
But yeah the only mandatory item for RF is usually Rise of the Phoenix (and a decently leveled vitality + purity of fire). Just checked, RotP is 25c in Harbinger HC seems RF builds are super popular again but it's a 1c item in harbinger sc.
It looks like a decent guide. The main points of any RF build are: Stack life regen and life, trigger elemental equlibrium, chieftain is definitely a good ascendancy choice.

You can probably even drop vitality later on. Pohx has many videos of his RF chars in this & past HC leagues that might interest you.

I am in SC, so survivability is less of a concern. My GC miner build gets one shot by random stuff on high tier maps, so I don't think I can farm end game bosses with it.
Speaking of SC, I'm guessing there are more efficient builds out there for farming end game bosses that are much less safe? Maybe I should look those up instead.

Running vuln maps on HC is trivial, so is using mana for cyclone. RotP is not really mandatory. You only really need a leveled PoF.

Killed Kitava yesterday on my lvl 72 Scorching Ray Necromancer in SSF Harbinger HC league.
What a fight. Nearly died several times but tp´d out just in time when my flasks were out and hp almost 0, lol. I tried to complete merc lab before doing Kitava but it was a lag fest, especially at Izaro and I decided it was too dangerous to continue in there. Anyone else getting a lot of lag in patch 3.0?

Anyone have some favorite or recommended builds that're a bit heavier on the survivability side? I've played a few things that feel fragile at this point and want to try something tankier as a weekend project, even if the clear/boss speeds are a bit slower.

I had crazy lag during my Merciless Labyrinth in the final boss room. SC, so I took the fight after switching zones so see if it helped. No lag outside, unplayable lag inside the final Aspirant's Trial. Only time I had lag in 3.0.

For people with occasional lag spikes, try a different server. Especially the Europeans. Frankfurt is shit for most players pretty often, Germans included. I also had someone say Amsterdam was bad yesterday. I can only vouch for Milan and Moscow, even if the ping is a bit higher. At both of these I didn't have any problems yet.
