Well for AE on PC you need to turn to toggle switch to LS since it doesn't recognize input on D-Pad As for the controller settings what type of stick do you have? cause I've never seen those options in PC AE (I have steam version) I simply went to controller settings and pressed left arrow once on my keyboard and it brought up my stick saying Hori Real Arcade Pro 3 and then I proceeded to input my controller buttons and it worked perfectly.
For your stick setup you need to set it up like this: X= Light Kick (short) □ = Light Punch o = Medium Kick (forward) /_\ = Medium Punch R1 = Fierce Punch R2 = Heavy Kick (Round House)
L1 = Unused (could be Triple Punch) L2 = Unused (could be Triple Kick)

Supposedly that problem is fixed with yesterday's patch, but the patch isn't on Steam yet. Also you only have to set it to LS if you have a non-Madcatz TE IIRC.

Extra costumes are DLC that cost money, unfortunately. For Steam they'll be available later. Otherwise, I think they're available now.
If anybody is having issues with sticks with any game or software, just use Xpadder to map the stick directions/buttons to keyboard buttons and set games to use those keyboard buttons.

There are pad players on 360 and PS3 who dominate tournaments with Gief and Viper in an environment that is dominated by stick users, pretty much proving that the peripheral itself isn't the limiting factor even for execution-heavy characters. I think the precision you'd get from a keyboard is better than a pad, for what it's worth.
You should use the hitbox-style QWESpace 789456 button layout rather than the default though.
