Not really. The in-game Games for Windows Live is how you really contact and play with people. Things like Steam are more of an organizer/convenience. Plus the group is fairly quiet anyway.

Fixed, always fixed. I don't know exactly what the difference between variable and smooth is, but fixed is the only option that keeps you locked at 60fps. If you get a performance hiccup, it will skip frames instead of slowing the game down, meaning your timing will not be affected. This also extends to your opponent in netplay. Either player using variable/smooth framerate means the match could slow down during key moments. The option shouldn't even be available tbh.
This is what happens when an organization runs more games than they're willing to find casters for. Pretty sure it was Doa and Khaldor doing Dota last year, and I think Tasteless+1 did SF.
