Stock everything is the best for TR if you stick grips on everything, although you might want to swap the trac for a jaguar if you play close-combat, or swap the CARV for an MSR-W if you're OK with directional recoil. The chaingun is going to get nerfed, because it's bullshit and you know it.
I'm not really experienced with VS, but my general impression is that the medic pulsar and the solstice aren't too great, since landing headshots with entire bursts (like you can with every TR / NC stock weapon except the gaussrifle, which is awful) is kind of hard since they violently recoil off the screen with their first shot before returning to normal.
The stock heavy Orion is the best gun in the game, the pulsar C is a good carbine, and the h-45v is what most medics use as a rifle, since everything else is bleh.

On NC, though no one seems to care as much:
SMG: Cyclone is one of the best weapons in the game. Jackhammer for heavy: Also one of the best weapons in the game. Carnage AR and Reaper DMR are standouts for medic depending on close range versatility vs. deadliness at range. LMG: Gauss SAW is a beast but takes lots of practice. GD-22S or Anchor for more usability/mobility. The carbines are all good, depends what style you want. And I usually use Cyclone on the carbine classes anyway unless I know I need to cover open ground.

For anti-ground vehicle as heavy use the default ml-7 rocket launcher or the m9 skep if you want lock-on (S1/Hades if you are vanu). As engi, it's tank mines and MANA anti-vehicle turret (and repairing and ammo-ing other people's AV maxes and tanks).
There's not any machine guns that hurt armor as infantry (harasser is the heaviest thing you can damage). In ground vehicles there's the basilisk and the vulcan (TR only). If you really want to wreck vehicles (and air) with a machine gun though, be a liberator belly gunner with a shredder.
Pistols are not that important and default serves in most situations but here's a rundown: If you care about hitting really hard first shot, get a Commissioner. Underboss has the highest DPS of the semi-autos but goes dry the fastest. As TR, the default Repeater is really good, basically can stand in for a primary for 20 shots up close. I wouldn't get one of the other two. As VS, the Beamer is OK (spam trigger), if you want to be more precise, try the others out in VR training and see what firerate fits you best.
SMGs are for fast-paced close range play because they don't have a movement accuracy penalty and they don't need the weapon sight to fire accurately. They have almost no range capacity past like a one-room distance though. Usually they are used on Infiltrator or Light Assault cause they have the best movement/positioning capabilities (and they are the only real close range option for Infils. SMG infiltrator is very fun).
But it's also a decent choice for a strictly indoor medic, or a max-crashing engie, or a heavy that wants to be sure to not lose at close range. They are meant to be shot from the hip almost all the time. The Sirius is an excellent weapon as Vanu. The TR ones aren't quite as good, though the Armistice does kill really fast.
Here's the best stuff to spend certs on early on though, dunno if you've done these yet though: If you play engi at all: Get high rank of the engie tool, that lets you fulfull your engie support responsibilities much more efficiently and then you have more uptime doing the other stuff. If you want to make certs fast, rank up the ammo kit a few times and drop it near friendlies in big battles.
If you play medic at all: medical applicator for the same reason (max rank is beastly). Nano-ability for combat effectiveness.
The other advice is use VR Training. You can use any weapon in the game there to get a feel for them.

I was part of a large outfit (Devil dogs) are there still large outfits like that? With different divisions for infantry/armor/rrt or more importantly the numbers to fill them out?

There are a few big outfits that I encounter regularly, but I personally don't have the time to dedicate to an outfit, so I can't speak for their organization.
The other conversation on this thread seems to suggest that yes, they are somewhat like what you're looking for at least.

Other than the implants, there's: A new AR for each faction. An NS shotgun like the Jackhammer. (ugh don't look forward to fighting this one) Medics can use Battle Rifles. Flash handling improvement. Lightnings can be spawned at every base. Galaxies can be spawned at all large bases with air terminals.

I actually managed to catch a ride with a magrider and blow stuff up with it. Unfortunately, the driver just kind of sat there and let a gun turret blow up the vehicle and I jumped out at the last second.
