Got to admit the whole LoL business scheme is really good.. if you are going to call something "your main" or the guy you play.. you are going to want to customize him buy purchasing skins and etc.
A lot of they're funds are simply because of this reason

The more I play with them, the more I'm thinking flat CDR runes are vastly overrated. This is all math.
Say, you do 100 damage per second with your abilities. First 5% CDR will give you roughly a 5% bonus in DPS, 5 extra damage. However, jumping from 35% to 40% CDR (which is also 5%) gives you about 13 extra damage. Totaling 40% CDR your DPS jumps from 100 to 166 (this is huge). The point is, the same bonus of 5% CDR is worth more than twice as much when you add it on top of CDR from other sources.
That is, small bonuses to CDR are ineffective. Each point of CDR is worth more the closer you are to the cap (and it would be worth infinity had you been able to reach 100% CDR). The thing is, flat CDR runes are the only source of CDR many champs will have in the beginning of the game. However, they will only kick in significantly when you get at least a CDR item or a blue buff. This is somewhat paradoxal, but flat CDR runes are almost as much an investment into late game as CDR/18 are. And CDR/18 do it better and for a smaller price. Imo, unless you hug blue and/or build a very early CDR item, flat CDRs are not worth it. If you're not planning to build CDR on your champ at all, they are almost useless. There are exceptions, ofc, but from the raw DPS standpoint, it is all true.
The point of this post is to warn people about buying flat CDR runes "just because they suit every champ", just like I did. They really don't, and they are the most expensive runes in the game just like dodge seals (which are imo, overrated as well). Taking CDR/18 is twice cheaper and they basically do the same thing.
Not that I'm against flat CDR on WW (he should be always wearing the blue) and people that get lots of CDR early (Ezreal with blue and Bruta), but imo unless you consistently hit at least 25% CDR before plvl runes reach flats, they are not that effective and almost certainly not worth the price.

The thing is that with flat CDR blues and CDR masteries, you get enough CDR to max it out with blue or nashors. When does CDR/lvl beat flat CDR? I believe its lvl 12.

If you are running flat CDR blues then you are also probably sporting the 6% CDR mastery as well. Having 12% or so CDR right from the start is not bad, especially when your first item is something like bruta or codex.
Not for every champ certainly, but for example when I play Veigar I usually get a DFG first so the codex will give me 22% CDR fairly quickly. I feel like the reduced cooldown allows me to Q more and thus get a bit more AP out of laning phase.

I think it's level 13 actually. But anyway yea, flat CDRs are not universally useful and they're expensive as hell. I'd say stick to mRes/level blues if you need a cheap coverall option on your glyphs.

I believe its lvl 12. At 13 they are exactly equal. 9 flat CDR blues give almost 6 CDR, masteries add up to 9 CDR. Since CDR on items comes in 10/15/20/25% packages, 15 + 25 or 15 + 10 + 15 works nicely.
If you want to get 6 CDR @ 18 with scaling CDR glyphs, you need 7 of them. So you have the choice of getting a bit more CDR earlier, or to get say additional 2 MR/L glyphs. I would prefer the CDR but in most cases it won't matter.

You either dont get CDR at all, or get it capped. There should be no in-betweens just because of how this stat works. Masteries and flat blues will get you to around 14% I think? Unless you consistently get blue (will still be below 30%) or get Nashor's before level 12, there's no point in going flat because unlike other flat stat runes (HP, APen, MPen, damage) small bonuses to CDR don't get you any early game advantage.
I've been using those on Kayle, but I'm coming to the conclusion they aren't really needed because you don't get Nashor's as first item and when you build it, it's usually late enough in the game for CDR/18 to kick in.

this is a confusing tangent we're taking, the flat CDR discussion stemmed from getting them on WW, where they are mandatory. Speed is everything in the jungle.
building with CDR in mind is only worth it on a select few champs:
WW - flat cdr blues
Nasus - Syphon Strike with CDR puts his dps through the roof, then throw on sheen/triforce. I get randuins every game now.
Kennen - ENERGY RUNES + MAX CDR + PASSIVE FOR THE WIN
I love the ghostblade + bruta combo on phys dpsers, but that's because they're awesome items in general

not mandatory imo, i just use mana regen per level for WW on blues, i dont see the shorter cooldown helping if i dont have enough mana to use the ability
though really WW is easy enough to jungle on he could probably go runeless and still be fine :p
