warmog's is justifiable on morde for the sole fact that he can eat creepwaves en masse, so its really not particularly hard to max out stacks. its the same reason why sivir can justify getting it, simply due to how easy it is for them to max it out. Is it the best option? well, idunno, im not a morde player, but it certainly shouldnt just be written off as an option.

I'd say Exec's Calling, Tiamat, and that new Shurelia's Reverie shit are probably all worse still, nerfed manamune as well ya. Leviathan is pretty terrible too, I mean if you can get and keep 20 stacks it's really good, but that's so incredibly unrealistic.
Warmog's is bad for a different reason, 'in theory' it could be a good/great item if games lasted longer on average, but your first 3kish gold going into an item that requires another 100cs to shine is hard to justify. At least something like RoA matures without you farming wave after wave, warmogs requires an actual effort into continuing to farm creeps that most champs who value huge chunks of health just can't bank on.
Edit: Also, I dunno if it's 'shitty' but Will of the Ancients is like never used, ever. Abyssal gives the same AP, +big MR, and an aura that nets more damage, for ~700 more gold. Maybe if spell vamp were better...

Malady is generally the item that will get you called a noob the most.
As for things I rarely see, other than Will of the Ancients, I would list Black Cleaver, Wit's End and Sword of the Divine.
This is in addition to what red_ already mentioned.
I personally think Sword of the Occult isn't worth it either, but it's not as bad as Leviathan.

WotA isn't used much because the +AP aura is generally not useful - AP heroes tend to favour items that give AP and survival (and there're plenty of those!).
Cleaver, WE, and SotD are all used, and you could make an argument that they are underused.

Maaaan. I've been addicted to playing Aram. It's like playing UMS or bgh in starcraft... they're loads of fun and you really don't give a shit if you win or lose. Hahhaa

Executioner's calling is a fringe item, though. If you don't have enough Ignites and your team is getting owned by healing (supports / MUNDO / lifeleech), a 1350g investment can net you kills that wouldn't otherwise happen.
Compare it to Levi (hey, I'm a worse unupgradeable giant's belt until 10 stacks on the char that's supposed to die the most HOWYADOIN), Bravemat (joke builds aside, if you can win with tiamats, you could have won with just about any DPS item), Malady (...) or Shureyla's (even less likely to score kills than Calling, except it costs 1k more without adding any actual burst damage.), and I think it lives comfortably in the niche of 'items you probably won't need but can be useful sometimes'.
I think it could stand to see a little buff, though.
P.S. Tiamat idea: -Faerie / Regen Bead, +Philosopher's stone, change stats to Philo stats including gold/5 and up cost to like 2300?

black cleaver is definitaley underused. no lifesteal :S
Sword of the Divine is a situational item i'd say (vs Jax, Sivir for example)

Ignoring the anti-dodge, SotD gives a block 30 armor pen for X seconds, making it the strongest flat armor pen item in the game. I think people calculated such that it's significantly stronger than Last Whisper until the opponent hits a certain threshold of armor.

In ranked you never should have too few Ignites as you get to see your opponents' picks. In normal, I would agree that it can help against healing/regen.
Hey I proposed that Tiamat change (except for the gold/10) a while ago! Won't happen now though since Philo already builds into Reverie. And Gold/10 will probably never make it into a T3 item... Duh now I want an item that builds from Philo, Avarice, Kage's and HoG and has a huge gold/10 with few/low other stats. Completely retarded for sure, but fun.

Do people only want lvl 30s in ARAM? I'd like to try but I'm only 22.
I also just played my first game as WW, it went pretty well for me screwing up my masteries and only getting the 10 in utility before the game started...I was also like the previous poster and screwed up my first gank (and then got killed by their WW) but it went well after that.

Not too sure but in my experience even if they say only 30's if you're like 27 or something close to that it's usually okay.

Nidalee also has decent dodge, and Phantom Dancer/Tabi give significant dodge as well. Whenever several of these come together and you can use the rest of the stats, SotD certainly is a decent choice. It surely is situational though.

Pantheon is all sorts of buggy, from his infinite range Aegis, to the Aegis that doesn't actually stun, to the Aegis that doesn't actually move you to them, to the Ult that just teleports you to a random place on the map.

I could see it being used over Abyssal in the old kiting meta. The AP is better than penetration on supports and you dont get to use the aura much if you are kiting the other team.
