it really depends on the runes, it can cost up to 22.000 ip or way lower.
let's take one of the cookie cutter page that works on almost every hero.
9xMPen/Arpen depending on what you play = 3600
9xManaregen per level yellows = 1800
9XManaregen per level blues or Magic resistances per level = 1800
3x Arpen/Mpen quints = 3000
so it's 10.000 IP for a really solid rune page that works on most champs and is viable, can't go wrong with those.
also if you buy both MPen and Arpen runes it costs you 6600 ip more but then you can build two rune pages that work on every hero that does have mana and even though it's not optimal it's more than solid and you can run with those two run pages without worrying to much, except if you jungle.

EDIT2: wow they are stomping their opponents right now, it's funny to see a real 5v5 where everbody tries hard. Their opponent took teleport on their top and mid line and warded the opponents blue and then teleported to it when they tried to get it, to bad wickd's team realized that and baited the fuck out of them.

Just saw the last minute, and I think saw MF on both teams? But only for a very short time so I am not very sure... Competitive LoL with blind pick?

just played a frustrasting game that got me so angry...
i got this stupid fucking random bugs or whatever the hell that is causing it, locking up my char, any command i issued does not register, and every once in a while my champs just stood still doing nothing while i watches the opponent rapes me when there's absolutely nothing i can do except the character auto attacks when some comes in melee range i've lost count how many times that shit has happened to me in my last game, it was a close game as well and it was this fucking retarded shit bug that fucked me up...
i've never got so angry losing a game before, where i had a chance in winning only to bescrewed up by an unknown glitch that i can't do anything about it.
is this only happening to me?

I actually think for LoL this is better than making each hero exclusive like in ranked mode.
In LoL isn't really the most balanced game, atleast this way both teams can take every hero that wasn't banned, so you can't really complain about their team getting MF or something.

I like the old way better. It adds another level of strategy into picking when you can only have one of each hero in the game. IE if you really need a certain hero in your group, you might reach for him and pick him earlier than normal so that the other team can't steal him and ruin whatever strategy your team might have.

Considering that you get to ban champs and pick in turns, I honestly don't think that the game balance has a huge impact.
With blind pick you'd get all the same teams all the time. Not very fun.

I think you're thinking of Nashor's Tooth which also gives something like 55 AP. It's not really worth the cost though. Attackspeed isn't a particularly valuable stat on most heroes anyways, MF included, until you have some damage.
