Always wanted to get into it, figured might as well..
1. The game is played on keyboard.
2. The controls I found to be fairly intuitive the one thing you do need to know is that most players use the numpad to describe directions for attacks, ABCD to describe melee, weak magic, strong magic and air movement. 22B is down down weak magic, 623C is right down downright strong magic. There is also 236 and 214 but aside from those that covers any special moves. Everything else is just some combination of movement and an attack.
Oh there is also attack cancelling but I'm not exactly an expert on that, all I know is that some attacks can be cancelled out of by jumping up letting you combo more, go figure.
Edit: You can remap these controls to anything you want however, also I almost forgot about cards. Cards do a whole bunch of fun stuff like change some of the moves for different kinds of attacks and execute super attacks at the cost of a certain number of cards. Cards are drawn automatically from your deck as you attack, you can hold a maximum of 5 at a time out of a deck of 20. Decks are modifiable aswell leading to different play styles with different setups.
3. You are going to need Touhou 10.5 and 12.3 as well as patch 1.10 for th12.3 and most likely the English patch.
If you can't find these online a friend of mine on the server can probably help you out he’s the one with the incomprehensible Japanese text for a name and has all the links for this sort of stuff.

Since this is virtual lan latency is going to vary alot from person to person, no way to really know if you have a good or bad ping until you try playing against someone.

I'm making, like, no progress on the lyrics I'm writing. The song I chose has a fairly workable chorus in terms of tempo and possible word arrangement, but the rest of the song isn't so malleable.
