Maybe I am reading this wrong but I don't see how you can think they are an asset and a liability. if they cared about there citizens it would be a liability but they dont so there assets I wonder what white/blank city is. Could be literally anything at this point. I guess it's just a rich city with complete white buildings, like made of white marble. i bet its like the rising sun whateverthefuckitscalled in hunterxhunter where the people living there dont exist (are blanks) they may be slave labour for the tenryuubito or something | ||
