Not sure how well known the slave thing is, it sure as hell didn't appear to be a common thing outside of the dragons. That or everyone is scared enough to not oppose. Its likely a combination, fear and ignorance.

The difference is that the Tenryubito are the ruling class. They control the military through the political structure or perhaps through some secret power. Since they control the most powerful unified fighting force in the world, they can get away with whatever they want.
The Shichibukai is an optional institution that the world government decided to create. From a history standpoint, it works a bit like Privateers (nations sanctioned pirating against other nations' ships) except that the Shichibukai attack other pirates rather than unfriendly nations (or maybe both). In theory, the Shichibukai should keep some of the more powerful Pirates from becoming the enemies of the world government and instead setting pirates against each other. However, as the story has progressed, we see that the Shichibukai all seem to have their own little plots that don't follow along with what the world government would want.
At this point in the story, at least one of the Admirals believes that the Shichibukai are not worth the benefit that they provide and wants to abolish them. It would not surprise me if Akainu decides to go along with it and shakes up the world in the process.

people who approve of the Tenryuubito are in power, i think its safe to say top brass of the WG dont actually care about the citizens so there fine with letting them run around as long as there not running around attacking marines
and remember Dofla is also a Tenryuubito so theres a good chance thats there pretty much nothing he can do to make the WG want him dead

Fujitora doesnt seem to regard the warlords as assets, and im sure the news of all of Doflamingos exploits against the Riku Family (who were allies of the WG) and if they dig deeper into his underworld brokker business that he has been able to maintain partly because of his shichibukai status. If all this information reaches Sakazuki he will probably realize that the Shichibukai system is a liability rather than an asset. They just had to deal with Law who also abused his title for personal interests, not to mention the disaster caused by BB. It would be plain dumb to keep the shichibukai system as it is.
It has also been mentioned that the marines power and influence has greatly increased under sakazuki. They recently had a massive gloval recruitment campain that got them beasts like Fujitora. Maybe they dont need the Shichibukai system anymore? First Crocodiles baroque scheme, then the moria fiasko. Then BB breaks into ID and frees some of the words criminals in history. Then Law stirs up shit and soon they will learn of the viscious exlpoits of the veteran Warlord Doflamingo that has been going on for decades. Thats alot of headache they have to put up with just to keep a loose alliance with a group of pirates who tend to constantly disobey and ignore orders.anyways.

So luffy was totally defenseless there, and people were wondering how sabo eating a fruit could make him weaker... Sabo without a fruit would have clawed the shit out of dofla there, with the fruit he would be just as useless as luffy.
