Tenzin is without a doubt the best airbender in the world. He was indeed owning Zaheer, though it seemed like he was trying to stall him until Ghazan and Ming-Hua defeated Kya and Bumi.
Zaheer was really nimble and powerful, just not the absolute best. Definitely top tier though.
The fact that Zaheer was able to fight against Korra in the avatar state for so shows that he was very talented. Tenzin would have beat him and frankly, so would have Korra without the Avatar state, but that doesn't make him a chump.

Earthbending is useless, metalbending can be deflected, waterbending does not have enough reach, ice projectiles can be deflected, fire bending can be avoided. Fire benders that have mastered fire propulsion and other air benders maybe can't keep up with mobility enough to be bothersome. I don't know if blood bending interferes with flying since it's more of a psychic ability. I think lightning bending is a real weakness though.

Given that encasing Zaheer's foot in ice was enough to throw him off balance and interrupt his flying, I'd say he couldn't do anything against bloodbending.
Bloodbending is largely overpowered. It's by far the strongest bending there is, at least when it comes to fighting people. You can't lay waste to the land with it the way you can with lavabending, but only a few people can oppose you (namely other bloodbenders and the Avatar).
