I don't think Zuko can lightningbend. It's supposed to be the "advanced form" of firebending, much like metalbending and bloodbending. Not every earthbender can metalbend, and not every waterbender can bloodbend.
Thus, I think it's safe to assume that not every firebender can lightningbend. We saw those factory workers, sure, but people are more gathered together and move around the world a lot more now, and it's obviously a job requirement. We see like what, ten people working in the room? It's fairly meaningless without any more data.
For what it matters, do we ever see Iroh lightningbend? He invented lightning redirection, but I don't recall ever seeing Iroh use lightning.

Yeah as the above poster said Iroh taught Zuko to lightning bend in AtLA (although Zuko couldn't do it due to his emotional turmoil). Because the reason they gave for Zuko failing at lightning bending was his emotional turmoil/struggle to control his anger it is entirely possible that Zuko at some point learned to lightning bend after he "fulfilled his destiny" at the end of AtLA and therefore solved a lot of his emotional problems

From how he talks like, after redirecting the lightning at his father, I think we can assume he can do it. The "inner turmoil" Iroh spoke about applies to both. Redircting and "creating" is essentially the same, because they don't create it, but channel it from around them through themselves and redirect it as a bundle in a certain direction. If he still had the inner turmoil when he faced his father he would have been grilled. No chance to redirect at all.
No, I think redirecting lightning is just providing a channel for energy to flow through, whereas generating it requires some sort of "internal peace". That's why Iroh taught him lightning redirection after he failed at lightning generation; if the former had the same requirements as the latter, why would he bother?
I'm pretty sure that by the end of TLA, Zuko hadn't learned lightning generation.
No, it's both redirecting. Or more directing. Generating works this way: The firebender separates ying and yang from each other. The lightning then comes from the natural desire to rebalance the imbalance the firebender created. So the firebender is essentially not creating lightning himself. He just sets the circumstances "right". After that he works like a channel. Normally the rebalancing would just result in a lightning strike at that position. What the firebender can now do is the same as redirecting the lightning. He channels and redirects the lightning created from the imbalance. If you don't believe me, rewatch the episode. That being said, I don't think he figured out lightning generation by the end of TLA, either. But he was able to create the imbalance when Iroh first taught him. He just wasn't able to guide it and that's the reason it exploded right into his face. After getting inner peace and being able to redirect, I'm sure he would be also able to figure out the generating stuff. I'm not sure why he doesn't use it though or if he even wanted to learn it after TLA (that might also be a possibility).

Yes, we do. He does it in the episode where he tries to teach zuko lightning bending.

This season looks like it's going to be amazing or at least the potential. 3 year time skip is a good idea. Seems like Korra might be on her own for a bit as she tries to recover herself or something.

what, have you seen the season 3 trailer? They show the red lotus too, hell at the beginning of the trailer the white lotus changes into a red lotus and the music is the red lotus theme that gets repeated every time the red lotus group fights. if kuvira isnt the main villian ill eat my hat.
