With the Wisp + Bristle offlane, you gain a large ability to shove extra "core" farm to the Bristle without losing much on your primary 2 cores. There's a reason MVP.P runs it and it works so well.
It's actually an efficiency issue more than the Bristle is "good". He just doesn't die.

Bloodstone for faster respawn time but neither item makes tinker unkillable. Rearm costs 300 mana level 3, mend gives 160 mana. How would greaves make tinker win game as you kept saying?

What about the death timer reduction? Surely the fact that tinker can respawn quickly and rejoin a fight or pressure lanes must be a factor.

Faster respawn time is irrelevant unless you get 4 charges every other level, he had to use buyback despite having about 20 charges as you saw. Rearm costs 300 mana, mend gives 160, soul ring gives 150. It makes Rearm literally free.
