That is one way to look at it.
But I suspect its not as simple as that. Puppey is a smart guy, he knows how to draft in such a way as to cover his team's weakness. There must be a reason why Zai has mostly been playing tanky offlaners.
Edit: maybe i'm wrong, but we'll have to see in the playoffs.

Oh TI5 will definitely have a bigger pricepool, not double or triple Ti4's but still fairly bigger like 3-5 more millions.

I dunno. The gutting of the market and item drop systems make me a little skeptical. The battle booster was a big part of the TI4 compendium sales I think.
Maybe Valve will find a way. Like "compendium makes you get an item every time you level up" or sometimes equally as absurdly money-grubbing.
