It isn't a big deal, but hopefully this will get it fixed soon. It is, if nothing else, pretty OP. With the exceptions of some things that Icefrog wanted to do in WC3 DotA but the engine wouldn't allow him. A comprehensive list is here:

That bug has been around for a while now but it hasn't been updated - I guess anything that's still in the game is technically legal

I'm not trying to give it a negative connotation by calling it a bug, but a bug is a bug.

Can anyone see the in-client replay? It's not showing up for me.

Check the video, at one point you have armlet off treads agi and have 264 HP, perform the toggling and have 309 HP. Which sounds about right for the regen than armlet provides, video just shows that it's not working the same in Dota2.
If it is healing, then it is nowhere near the same.

It always worked like this iirc, only that the old 8 seconds cd meant this wasn't really anything amazing or such. The same is true of Soul ring (use soul ring on str, change on int, gain more than 150 mana). Armlet should get a longer cd again, if not people will be encouraged to use various kind of macroes for super fast healing with this combo. Annoying.

I have honestly never seen disruptor being played as well as bulba did in the second game, truly jaw-dropping glimpses right there.
