Regen form almost dead to full with lvl 1 ult should be around 30 seconds. Neutral damage disables regen for 2 seconds according to dota2wiki. I've tried it, at lvl 6 slark will have to spend some time idle in jungle and waiting for regen. Also maxing dark pact for farm has its disadvantages, notably you will loose more hp than necessary if you just want to dispell something, which really matters in the early game when you get ganked.
