Ugh you can't change your mac adress, but you can spoof it so your ISP gives you a new ip.

Static IP has advantages so that's probably why you have to pay
here in the philippines we have dynamic ip. we just have to restart the modem to have a new ip

The IP changes probably about every 3-6 months but it remains the same if you just reset your router as the ISP has the IP linked to the MAC address (really it's usually the modem MAC/ or physical cable node that they link the IP address to).
Having a static, never changing IP is generally expensive (usually used for servers/websites). Having a dynamic "reset router = change IP" is something that most ISPs don't just do for free here.
