Deliberate. Extra HP is often worth more than a little extra damage. Good players usually swap their Treads around; an agi hero would leave it on agi when trying to last hit stuff for the highest damage, convert to str when walking around or taking damage, convert to int just before casting any spells.

i thought Chinese teams had the tendency not to tread swap or whatever EE-sama said.

They don't -never do it-, they simply place less emphasis on it. Western players look at RTZ's Tread switching and drop their jaws in awe and shout 'RTZ numbah one!', while Chinese players are like 'meh, cool, let's see the rest of your QoP play'.
