But you won't always have a use for that talent. If you are playing against Viper, Doom with Aghs, or multiple Silver Edge heroes they will break your dispersion in the fight and just kill you, at that point your level 25 talent is just useless. And you will probably be 5 or 6 slotted the time you reach level 25 as Spec.
You are going to stack agi anyway later in the game, having Treads, Radiance, Skadi, Butterfly, Manta, Diffusal/Eblade have your illusions deal ridiculous amounts of damage even without that talent, with that talent I think that only tanks can stay alive. Include Refresher in the backpack, and with 2 ulties that deal 80% of your damage, you can literally wipe whole team.
Dispersion will still be better talent because of the nature of the Spectre, with other build that you will probably go with Heart, Blade Mail if needed, Nullifier(she is probably one of the best Nullifier carries in the game), but this illusion damage talent is very far from bad, it is actually amazing in right circumstances.

Mmm I dunno about these changes personally, but I think these 2-week patches are pushing the envelope a bit too far. Like someone before me said, the meta hasn't fully developed from the past changes and we are already seeing new ones, drastic or otherwise. I do not think this is healthy for this game. Sure, do mini-patches with quick bugfixes and necessary quick hero nerfs but let the players figure out something before you decide to flip it on its head.

TB and Razor slight nerfs only. Tinker slight nerfs, lvl 20 talent change is arguably a buff.
Why Necro nerfed?

Bounty runes were the only reason I stayed relevant as pos 5 in pubs. I cant farm when the other 4 heroes on my team are all carries icefrog, I needed that xp! And these Jakiro changes are stupid that hero does not need any buffs rn

So one thing that wasn't touched on is Ember Spirit's Sleight of Fist being buffed two patches in a row. Can we finally see a proper comeback of Battlefury Spirit?

im not really fond on how they're killing off the roaming support role with the bounty rune change. though some people might disagree with me on this though.

Personally, the boots change is a lot bigger than the xp nerf to bounty.
