Support drow should be willing to pay somewhere around 3/4 retail for agility. And the extra attack speed means it's easier to kite two enemies at once (which requires about +35 attack speed from items at level 11). Combine that all with the ability to take potshots at a disabled enemy, and agility starts to look quite valuable even on a support.
Also, even a level 11 support Drow with a single medium-sized damage item can bash towers pretty well.

At six second AOE silence with knock back is not to be under estimated either. That thing is the fucking worst.
