Honestly, I would recommend replacing a lot of pieces. Your chest, belt, pants, boots, bracers and rings could all be upgraded for about a million each. You really shouldn't be crafting yet when there are so many cheap upgrades available. With 200m, you can do more of a complete overhaul and be set up to do mp8-9 depending on how patient you are with the AH. Your biggest issues is that you don't have enough vit on some pieces. Here is the cookie cutter ww barb setup, Big G mentioned most of it a couple posts above:
helm: mempo w/ extra str or vit chest: ik w/ extra str/vit belt: ik w/ vit pants: innas with str or vit boots: rares w/ big str/vit/ar or iceclimbers (movespeed not necesary) bracers: lacuni prowlers with crit and 1 or more of str/vit/ar rings: str+crit and any average damage/crit damage/attack speed you can find
Hopefully someone can give you some advice on weapons too, but I'm not sure which way to go with those.
Edit: I wouldn't spend more than 5mil on each of these upgrades. Save your gold and get a feel for what each item needs to contribute to the build.

Regarding your skill setup: Hm. Well I would get rid of the unforgiving Passive, and put in Superstition. I see no reason to why you would choose that as your third passive. With superstition, you will gain a nice 20% dmg resduction from elemental attack, and still get a way to earn ekstra fury if you have trouble with that. So you will gain survivability and a new way to earn fury.
I would also choose bash as a main attack to build up fury since you have a allready high attack speed. The punish rune boost your skill dmg eith 8%, per bash (stacks 3 times) making your skill deal more damage. Since its the Tornados doing most of the damage in the WW build.
Regarding your items.
You need more crit chance, since its the one earning you fury. I would get rid of that ring loyalty greed and get a new one with 3-4.5 crit chance. You also have waay too Little Little HP. Get a new chest armor asap with 100-150 str, 200-250 vit, 70 all res sockets. Try to get as close to those stats as possible, or above if your Lucky. you might be fond of the movement speed, but that chest if awefull.
You can always gain that back with a crit lacuni.
So to sum up. Get a new crit ring, new chest to get more HP, lacuni to get back the 12% movement. plus you get some attack speed. and crit chance. I dont know if you will be able to afford all 3, but you should aim to replace those 3 first.

Yea, I kind of just threw this gear together for a few mil when I hit 60 to see if I liked barb, and haven't really touched it since.
As far as that ring, yea I had a 90 str/6crit/25CD ring on previously, but I switched out amulets and lost 250 vit and was kind of hurting for HP so I threw the EHP ring on for the time being.
New chest+lacunis definitely seems like a good first step towards upgrading. Inna's pants and high defensive stat boots too.

you can get a cheap ammy with str and vit + 2 out of the 3 (ias, cc, cd) for relatively cheap. pants -- depth diggers are super cheap as well. id probably upgrade pants first and go from there

I spent 10m or so, and gained 15k dps give or take, but 100k EHP. Then I switched out Rend for Warcry, which is another 125k EHP while active.
I feel a lot more durable durable, and I certainly do more whirlwind/tornado DPS because of the extra ticks that Mempo+lacunis gave me. I moved up to mp5, and it was pretty easy, but I could definitely feel the loss of the extra DPS from rend. I was killing a decent amount slower.
I also switched out Unforgiving for Bloodthirst (which is what I normally use, I just started using Unforgiving because I was farming mp3 and didn't need the lifesteal at all). If only I could afford a good lifesteal mainhand and could use brawler 
One last question: I grabbed this pair of depth diggers on the cheap (200k) just because. But would you recommend going Innas+Ice climbers instead, or just find a better pair of MS boots to go with the depth diggers? I'm sure top end Ice Climbers + Innas would be better, but I can't afford top end

Innas are kinda the glass cannon pants. they really dont offer much but ekstra dps. So if you feel you can spare the ehp you gain from the depth diggers, you could go for them. Though I wouldnt recommend it, since its not worth buying avarage innas imo, you should rather spend the gold on upgrading other items, and wait with the pants. Because the good innas that both give main stat and vit cost close to 2b or over (at eu)
Ice climbers are super solid. I have a WW build with only 12 movement speed (from lacuni) and I feel its def worth it. just make sure you buy one with 200 str minium, because they can roll almost 300 str with a socket. (making them over 350 str !!) so gettin under 200 str is a Waste since you are buying the boots that can roll the best stats in the game.
also make sure you get 50-90 vit. But I dont know how the AH prices look over there at the US. but they should be affordable.

how about some fury gainer? i cant imagine you having even barely enough fury for your build lol.
you seem to be a WW+sprint and HotA / Rend barb combined, try to decide for one.
Also - if you get one shottet by charge bulls with THIS GEAR, you shoudl never try out hardcore. Man, i wouldnt die ONCE in mp10 with this gear lol

Helm, shoulders, bracers, gloves, belt and EF are somewhat decent but far from ideal. You can get at least a Mempo with ~230str with a few adjustments (more vitality as explained below) and Lacuni with more cc.
Amulet: search for high str, ias and cc (ias and cc are both needed in almost every slot for WW)
Chest: you can probably go well over 100 vit, IK chests are pretty cheap nowadays. Don't focus on strength, 190+ costs a lot just because dps is the only thing that really matters for top barbs, but until you're paragon 100 you shouldn't care, so go for the safer and cheaper route instead (high vit).
Rings: if you play at high MP, the hellfire is not worth it. As for the other ring... again, str/cc/ias are your priorities. I would buy a Wailing Host with str, 8%ias and another useful stat (avg damage, physical res, armor...) due to its bonus vs elites which is really useful for WW barbs.
Pants: rare pants with str, 200+ vit, 70res and 2 sockets.
Boots: either IK boots with 150+str or (since your survivability should be ok) Fire Walkers with 230+str and 60+res. Zunimassa's Trail with str and res is a nice alternative but it may be expensive unless you have time to check costantly 1d11h auctions.
Offhand: search for a sword with str, ~60%cd, socket and life steal. With ~50mil you should get a decent one (around 1000dps IIRC).

Life steal has nothing to do with that, the only thing that can save you is War Cry - and maybe a bit of dexterity wherever you can (I'm at almost 900dex!).
Otherwise, for general survivability you should use Rend/Bloodlust, although it doesn't solve the issue of burst damage.
Also, get a Mempo with 230+ str and pants with 70+ res.

The skillset is not the problem. I only tried that one run because I never used HotA before. I either play with Bash and DualWield or Rend with Skorn - both with Overpower-KillingSpree. The D3up should show my Build with Skorn. I just don't want to get a new Weapon because I don't really know if to go for Dualwield or Skorn. Skorn is just terrible to kill Elites, I just can't get 5 NV stacks fast without WotB running out.
If I just skip Festering Woods and just farm Field of Miesery and Weeping Hallow the run is really good - but I don't think its worth it to farm without 4+ NV stacks.

You would need an attack speed skorn i believe? Skorn without attack speed are hard to keep WotB up with. With a 1.11 attack speed Skorn you should be able to do it, but will have trouble with kiting mobs, and sometimes single targets. But you might need 5-6 crit in your helmet. not sure if you have enough as it is with a skorn.

i have about 350m to spend right now, looking for upgrades, not really sure where i should look though, i did pick up a cheap andy's and zuni's, they're about +20k dps together, but those tank my survivability by quite a bit. also if i were to switch to dual 1h how do i find weapons that wont' tank my dps by much, it seems that whatever i put into d3up i'm coming up with a dps loss with my 350m budget

With 350mil you can replace a lot of stuff...
Mempo with more strength (if you don't mind losing the pickup radius)
IK gloves with 9%ias and 9.5/10%cc, or maybe try crafting some
IK chest with more strength
better rings, str/cc/ias/avg.damage, although damage modifiers scale better with dual wield
Inna's pants with str/vit or 150+vit if needed (like, if you want to replace your boots)
Boots... zuni with str and 50res

Thanks for your help! ik helm with 6 cc for short term upgrade, crit mempo in the long run. lacunis with similar stats, but 5.5 or 6 cc trifecta gloves or at least ones with 9.5+ cc and 45+ cd witching hour and ice climbers instead of ik belt and boots better rings: either two rare ones with nice stats or one rare plus a nice cd or ias unity, depending on how much ias you need to reach a good breakpoint more vit and armor on pants. not a dps suggestion, but would help your ehp a lot. same goes for vit roll on your ik chest. higher cd on offhand echoing fury as mainhand. the attack speed increase is applied to both weapons, which speeds you up greatly and thus increases both sheet dps and fury regen. then, you dont need the full ik bonus anymore. amu has low cc and str, but it will nonetheless be hard to craft a substantially better one.
edit: sorry if Im rude now, but what the heck were you smoking when you put the marquise ruby in your chest and the perfect ruby in your helm? should have been the other way round
