As none of the All Resist gear is over 50, I'd eventually replace all of it. You'll probably lose a little vitality, but the extra damage mitgation will save your life. Shoulders and Belt should go first. The Chest armor will probably be expensive to replace because it has so much Vit, but the All resist is soooo low. I'd try searching for 100 vit 100 int 50 All resist for the chest.
The rings and necklace, well it's up to you what you want to do with them. The weapon will probably be one of the last things you replace as that should be the most expensive buy.

what's the point of IAS with a 2hander? It's just fake dps. If you're going for a crit mass build you want to start with a fast weapon, like a dagger.

If he's using Arcane Orb, the DPS makes the Orbs more spammy. If he's doing Hydra/Blizzard it increases the Hydra damage. If he's doing Hydra/Blizzard/MM, well then he's just doing it wrong because he should have a 1 hand + off hand.

I used to run just Hydra + Blizzard which let me take Diamond Skin and Teleport/wormhole + Magic weapon (force) + Energy Armor.
Now, I dropped the diamond skin so I could add the MM.
If he wants to go AO/Hydra or Blizz/Hydra/no signature i'd grab the extra defensive spell. Either way the IAS still benefits the Hydra's DPS.
I'm considering switching to AO/tap the source + Hydra/Venom + MM/seeker with the arcane slow passive so I get two spells that slow, but I worry about losing out on the 360 degree AoE slow from blizzard because of Act 2 and it's wide open spaces.

The advantage of doing Hydra + blizz is that it frees up a passive skill slot that would be taken up if you were using AO/Hydra instead. Also, Blizzard hits more than just the guy in front, while AO can sometimes only damage the fastest mob. I used just Hydra+ Blizzard to kill the Butcher in under 2 minutes on Inferno back when I only had about 30k dps. I'm at 41k now.
The reason why it's not as good on slow weapons is that for elites/champs/bosses you have a limited time window to cast your MM while kiting. The more MMs you get off the more damage you do in that limited time window.

(Along with Crystal Shell / Force Weapon / Force Armor of course)

I've found diamond skin useful for 2 things: dealing with Reflect damage rares/champs and DoTs that you amy get stuck in (Azmodan's pools, Gluttony guy's poison). Other than that, yeah you can afford to run without.

Also they're planning on nerfing attack speed modifiers. Not sure how this will affect what I'll do or if I'll go back to my 1 hander. I'm apparently the only person on this forum with around 1.1 attack speed (right now it's 1.14). Why does everyone think you need more? I'm fine kiting against everything but something like fast with invulnerable minions. I'm also constantly AP starved unless I'm against an elite pack like that. I think if you tried at a lower attack speed for a while you'd get used to it, and do much more actual damage.
1.15 is enough to kite efficiently but increasing attack speed even more is just an effective way to improve DPS in a signature + hydra build. Hydra depends on DPS not damage and signatures obviously depend on DPS too. If you're using the no signature build then staying around 1.10 is probably ideal. Arcane on crit with high crit chance/dmg could be a nice way to boost DPS and have enough AP for non stop arcane orbs. Wizard however has no decent skills/passives that benefit crits at the moment so I doubt it's worth it.

This is some awesome starting gear to build on. To be safe survival wise you need around 30-33k life and 200-300 resist. This is even enough for late act 3. If you reach that point I would only care about damage, as it will speed up your farming.
First I would replace that Chest. Get some cheap Vit/Int 3 socket Chest. You can then decide if you need more hp or more damage. 130vit/70int +3 socket you can buy for around or under 300k. Other mods to look for are physical resist, armor and strength (for the extra armor). All resist is kinda pricey and you dont really need it. In EU there is a very nice 3 socket Chest Armor in the AH right now with 136vit, 77 int, 72str, 35 phy resist and 303 Armor for 300k.
So you would only lose some armor, a few elemental resist, but gain massive amounts of hp or damage in form of int.

HP is a little on the too squishy side but the armor and resists should make up for that nicely. The DPS seems low though.

I'd drop some Armor and invest in +int items.
You need more (10-15k at least) dps and maybe ~10k HP.

To add to my own thoughts
Maybe buy a cheap weapon with just damage on it? You can get a 1 hander with 960 dps for less than 1 million. I don't know about 2 handers as I don't have AH in front of me currently.

So I'm able to reach siegebreaker now and will be farming it... Do I just run the quest over and over again and hope for a good drop to sell or keep? Or am I suppose to be "exploiting" something? Like a chest/goblin?
