You only get the quest you complete.

Yes, you would have access to Act 3 and the last quest of Act 2 if your friend was to invite you and kill Belial for you.

you don't even need to kill belial, if you don't want to play in act 2. just go play in act 3. you won't be able to select shit in act 2 though.

When you look at a weapon, like a bow, and it says something like +30% damage what exactly does that mean?

The 30% damage is included in the DPS of the bow itself (the white number displayed). Same goes for attack speed on weapons.

Hey guys I'm a D3 noob- Nightmare Act 3 wizard with 2.5k damage. I have a choice between two weapons - one gives me slightly higher 'damage' rating (2.5 vs 2.45) by +12% attack speed increase. The other has a larger 'raw' damage rating though. Since my primary damage dealer is meteor (which doesnt benefit from %attack speed), which weapon is better?
do spells look at your weapon's raw damage when calculating '300% of damage' or your overall dps?

Attack speed is calculated as part of DPS, skills base off weapon damage, so if you want the hardest hitting meteor, go for the weapon with the better damage min/max levels over a weapon with higher DPS due to attack speed.

How does damage resistance (elemental, physical) get calculated into total damage? Is it a percent, a flat amount, or part of an equation?

How do you stop inferno plague? It's a single target ability from elites that drain your health until you die. I don't even get close to elites and die.
Not enough hp? I had more than 15k. Heatlh potion, 25k. I still die. Is there an elixir in this game...

eh no. Plague your refering to the mod right? Its a big patch of green goo puddle on the floor, that appears UNDER the champions/rares themself. Melee actually can outrange the goo while the monster is standing on it if you go the max range before attacking.
Just dont stand in the green stuff?

then its not plague if thats what its referring to. it shows a cross on top of my head with something like a red heart. its not aoe, just status ailment that reduces my health until I die.

Oh THAT. That is called Enrage. Your taking too long to kill the elite monster so they boosted its damage up even further & gives it a damaging aura. Basically you've hit the Enrage timer.
PS: it is an AOE btw. You can run away from the Enraged monsters and your HP will stop dropping. Also to get rid of the Enrage, you have no choice but to go back to town, wait for all the monsters to regen it's hp back up to full and restart the battle vs the Elites.

Does chance to freeze stack from different items? I have sword + 1,5 chance to freeze and shield + 3 chance to freeze. Will the chance with both be 4,5?

Or better yet, if both proc at the same time, do they get either:
permafrosted mob cant move, attack, or break free. unless the mob is a squirrel and his nut is near
or
brainfreeze mob wont be frozen but will stand still holding its head and only going ssssssssssssssssaaaaaaaaaaaaaaaaaaaagnnnnn
