The reason you do not want to get either upgrade at all is because 150 gas is a lot to invest before you reach Arbiter or Carrier tech, or Storm for that matter. I would only get it after your late game options and tech are already acquired. Delaying Arbiter because of Observer upgrades is like delaying your Mutalisk timing to get Burrow or something - yea, there are situations where it is useful, but if you don't get your Mutalisks on time then you're either just behind or possibly just fucked. Same logic should apply.

yeah i was 99% sure that obs speed was faster than dragoons and so it didnt make a difference in terms of how much attention you had to dedicate to mine clearing, but then i wikied it for a sec and it showed the 2 speeds were pretty much the same which made me refrain from posting. glad jealous confirmed my initial thoughts

Yeap, obs a bit faster but somehow it is better to clear mines this way imo! My goons are very clumsy And they enter in a mine field without any hesitation !

For a Terran it is really frustrating if a Protoss is good at clearing mines quickly and chasing the vultures around. It puts a lot of pressure on you because you lack intel and feel boxed in. Also if they keep all their possible expansions clean from mine-blocks, this can be a game changer if later on they can quickly expand everywhere.
On the other hand if you can lay a lot of mines and realize that P is struggling to clean them up it's so much easier to set up everything for your lategame push.
So how easy or hard it is to lay those mines depends on how easy or hard the P makes it for you.
On another tought: You could probably argue that first Terran has to build up some kind of skill (spare-time, knowledge of good spots) to even lay mines (without wasting precious macro-time) before Protoss has to develop skill to clear them. It's definitelly not something that lower level Terrans just get to do for free (chances are high it will hurt their macro).

My friend I am not race whine. Why do you say this? I say is good tactic, why not make game harder for other player if you can? If it take less APM to do a thing, and more for opponent to deal with, then is good tactic. And I say I respect. I do not understand. The idea of RTS game is to make game harder for other one and win yes? So I do not understand. Maybe is poor english. I do not know and understand. I say I respect T play. But good health. And also I did not know lay mine is more taxing! I admit I not know this because i not play T. And one more thing, there are aspects of these game where one thing is easier than opponent. Example, one might say it is easier to not be supply block as Z than T or P. There are also thing harder so I assume that maybe this was one case.
