joking aside, I'd say pasta/noodles or similar things are as cost effective as you are going to get, and with 3 dollars to your name, you can't really afford to be too picky. I think you really ought to ask a friend to spot you a couple of bucks til you get paid. not worth it to starve yourself while you wait for the government to sort out an error

That being said...
1) Pasta/Noodles may be old to you, but it's the cheapest thing to eat. If you're tired of that though, along with potatoes this is what I lived off for nearly 3 years working freelance writing and misc. oddjobs (read : poooooooooooooooor) I would like to point out, there are tons of different ways to cook potatoes and milk, butter and potatoes are an incredibly efficient food. There's a reason an entire country was able to at least survive off them. (not ideal, but hey?)
-Rice ($1) -Beans ( $1) -Chicken/Pork (varies, usually the cheapest of the meats. Look for sales!) -Tomatoes (2/$1) -Onions (3/$1) -Cheese (by the block) ($2.50) -Peppers (3/$1) -Frozen vegetables ($2) -Oat meal ( $2) -Frozen fruit for said oatmeal ($2) -Eggs ($1)
There you go. There's at least 10 dishes you can make from this batch of cheaply purchased items. Most of them can be baked. Now I added in coffee and some minor additions here and there (weed lol) but the fact is, this is a very liveable staple diet. Most of the recipes are just throw shit in skillet/pan/etc and let it go to town but if you want an actual list just google around for mexican recipes or Stuffed Bell Peppers.

Yeah, my budgeting was poor, but I couldn't anticipate my car breaking down and not getting paid in the same week. Funnily enough, I brought the most money I ever had to the bank just a day before my car broke down, and I can't access said money for the next 2 years.

I remember a similar situation when I was a student. (having 10 Euros for 1 week) At the last day I just had some toast, a bit of cheese and 2 tomatos. preheat your oven, put the cheese on the toast, slice the tomatos in little pieces and put some on every toast. now pepper/basilikum whatever you like/can find on top and all into the oven. gg :>

Lets see cup of noodles cost about 25c if i remember the packages of ramen cost like 12c so if you can cook the noodles you can double the amount of noodles so with simple math you can have roughly 10-11 cups of noodles or about 20 packages of ramen noodles.
I dont care if your sick of noodles this is SURVIVAL MAN. Also stealing saltine crackers is a good source of free food if you have a water fountain if not i would advise against it.
As a last means go eat out with friends only order water and basically scavenge food off them, the more drunk they are the more willing they are to give away food.

I'd say potatoes are the way to go. Where I live you can get 10 pounds for roughly less than $3? And you'll be needing those 10 pounds. Unless you can find ramen on sale at 12 packs for a dollar this is probably the way to go without becoming too hungry. If you have a bit of spare butter you can make mashed potatoes. If not, bake or boil them and eat with some salt. Poking a few holes in them then microwaving them about 10 minutes, rotating every 3-4 minutes, also works.

You can man. Always have an emergency fund set up. I keep 500 dollars hidden in my home, and another 500 in my savings that I've cut the account cards up to.
I know it seems like a lot, especially when you're poor but I started by putting the pennies I'd find while walking up and down streets trying to find a job inside a can and never touching it.
Seriously, I know it sounds so dumb and misunderstanding but just budget. Budgeting and following the budget are the hardest things to master but when you do, you will never have issues with money barring *major* emergencies for a long time.

You can survive on two minute noodles for a fortnight (it has been done). You can buy a bulk pack of the cheapest stuff for a couple of bucks. Otherwise you are going to need some more cash.
Pasta and canned tomatoes also works well if you can afford it.

Live like a mexican (not racist), Rice Beans and Chorizo/Salami. Baked potato also good. Ramens a classic. Chill Con Carne (buy discount bargain bacement mince, shove a load of chilli powder in and you can't tell,) make a pot 10 x the size you need. The shit lasts.
I made a chilli con carne for 10 bucks that fed 4 people for 3 days.

My favourite though is pancakes - an egg, some flour and milk, and you have a decent meal (and baking powder, soda, salt, and vegetable oil if you're feeling fancy). Although syrup can be expensive. Lemon juice/sugar isn't, and is a nice topping. Unfortunately that usually requires a somewhat larger initial investment keeping your cupboards stocked but a bag of flour will last you forever.

I would go all Hatchet style if I had to live off $50. Heck if I had to evacuate I would go all Hatchet style. I have 1) A Hatchet I made with friends in Boy Scouts 2) A LOT of different knives(Swiss army knife etc.) that have been given to me by people every christmas. 3) I know where to get a bow/arrows with a quiver for free and how to make them too .

You can easily make bean and cheese burritos with pork and or rice in there. Also, buy frozen peas and corn, they are usually pretty cheap as well. Find All the grocery store coupons in your area and online. Sign up for A bunch of fast food restraunts emailing lists and they often have free giveaways.
Ive gotten some from quiznos, jack in the box, carls jr, etc.
Also, you can go to grocery stores and just eat a banana as you walk around the store and pretend to shop then leave if you really need it.
Homeless shelters and churches can usually hook up a hot meal or a box of take home stuff.

For $3... I would recommend oatmeal but that suck w/o any milk (I guess water will do). I have survived for a week making various types of baked potatoes (cheese/sour cream/cream cheese, etc), but flavoring costs $. I suppose you can go to a fast food restaurant and help yourself to some ketchup.
Rice + ketchup borrowed from McDonalds? I enjoyed japanese rice seasoning (http://sybarite.us/puertorico/2008/06/18/furikake-funky-rice-toppings/) and have had meals of only rice, that stuff, and steamed vegatables.

If you really wanna survive, take a shower once a day only or once every 2 days if your desparate. You can't spend money on luxuries like that if it's better spent in food.
Other than that, buy low cost foods like everyone else said. There was a guide once for $1 a meal eating. Something along the lines of making a $10 soup that lasts around 2 weeks, while also having another low cost item etc a slice of bread with some spread or grated cheese.

Been there, done that. Like it or not, you have to go the cheapest way.
Pasta and Tap Water can make your money last a loooooong time. It doesn't taste very good but keeps your stomach full until you have money again.
Tap water depends on the city though, in some regions i wouldn't even drink it when it's the only thing left to drink. However, you might have some money left over for tea bags/coffee powder.
Since you are from germany, going to the closest Aldi or Lidl, you can get Spaghetti or similar noodles for ~39 cent for 500g. About 250g a day should be enough to keep you alive, so for a week you need about 1.60€. Enough money left over for some luxus items :p
