It only becomes creepy or sounds like a come-on if you say it like a creeper or you actually are coming on to her. Only incredible vanity would lead someone to think that being told they're pretty meant "OMG I WANT TO BE INSIDE YOU." So my advice: tell her she's pretty. But don't be creepy. | ||

Instead, when you see her, find something to compliment her about-- tell her you really like her hair, or she looks really great in her summer dress, or whatever you happen to find attractive. This is a really nice surprise for many girls and makes them happy to hear that someone is noticing something they find attractive about them. Red's pretty hot. <3 ...I am not very subtle, though.
