The patterns I will talk about here:

~며 있다
to be ~ing
etre en [train de] ~ant
estar ~ando

~기로 하다
to have to do something

~(으)며 있다 is a pattern that is interchangeable with ~고 있다, having pretty much the exact same meaning.



Examples:

제가 울고 있어 ≡ 제가 울며 있어 ≡ 제가 울하고 있어 ≡ 제가 울하는 중.

The pattern ~기로 하다 is intuitive and doesn't really need any comment.



Examples:
(fyi the other language shit is too time consuming so I stopped.)
Walmart에 가기로 하는데!

Note that I could have just said 해 and left it at that, but I felt like saying 하는데 because if you were to actually say this, you would be saying it to inform someone about something new, which calls for using the ~는데(요) ending on the verb.



제가 Snuggie를 사러 Walmart에 가기로 했는데.

I had to go to Walmart to buy a Snuggie.

This is like level 2 shit on the Sogang Korean site, which is gone now [I really did cry on the inside when I found out] so if its over your head, I'd say you should either just give up or put more effort into it.

In my opininon, this is better to use "V하고 있다" and "V하는 중" to say "V + ing" instead of "...며 있다"

apparently there is no difference

and yes that's how i'd romanize it, but don't think of it in terms of romanization. korean words look ugly when you write them out in english. in another thread a bit ago i saw someone write gungoryeo or something like that. its more pretty to just look at it the way it was meant to be written and leave it at that.

As far as I can see there are some mistakes in this post.

A form like ~며 있다 that works like ~고 있다 doesn't exist to my knowledge. There is ~며 and it works much like ~고 in the sense of "and" or "while (doing)".

The sentence "서강대학 사이트를 삭제해 때문에 제가 울며 있는데요." looks terribly wrong to me.

This seems what you wanted to say:
서강대 사이트가 삭제되서 울고있어요.
서강대 사이트가 삭제된 것 때문에 울고있어요.

Also your sentence: "Walmart에 가기로 해는데!" is wrong. 해는데 doesn't exist. 했는데 (or 하는데, but not in this context) would be correct. Also the translation would not be "I have to go..l" but rather, "I've decided to go...!"

I'm no native speaker myself though, so feel free to correct me.

i wanted to say 하는에 originally because it sounded more right to me, but when i checked with a translator it understood what i meant so i gave it the benefit of the doubt. just a typo. i'll fix it

the 며 있다 and 고 있다 thing i know 100% to be correct because i learned it from a rather attractive korean ladyfriend several months ago.

when i wrote the sogang bit, i worded it more literally like "Because Sogang deleted its site, I'm crying". i don't think i've ever seen it written as "Because Sogang's site deleted, I am crying", so i'm thinking that what we both wrote on that is the same.

i don't really understand the need to add 되 at the end, though. i'm not familiar with that suffix.

and yes: 제가 and 나는 have the exact same meaning in English. I'm sure that there is some technical difference between the two, but they both have, for all intents and purposes, the same place and function in the sentence.

In short, when translating to English, the following words are logically equivalent:
