I just found this. I don't know if it works well or not, but I can't really tell the difference in audio quality past ~192kbps. Would be able to tell you if it's better than others, other than based on UI and capabilities. http://xrecode.com/

I think foobar should do it. I never tried converting stuff on foobar but it has the capability, and I dont think you need anything high end.

Pretty much all encoders will do it, but it's a really bad idea. lossy to lossy compression will create artifacts and is just generally not recommended.
But yeah... foobar is great for audio, and mediacoder is an all-round general purpose audio and video converter if you ever need one.

doujin is just a term describing the circumstances in which the works are produced, meaning that it is made by amateurs and usually not widely sold (outside comiket or doujin-selling websites) or known

Lots of people complaining it randomly just dies when transferring files. I'm just hoping these people are just a bunch of idiots and that I will be fine with mine... Sigh... If iPod Classics supported ogg I wouldn't be worrying about this. As it is, no one has even developed an alternate firmware for iPod Classic.

Get a mp3 player that supports more then 2 formats imo. iPod sucks. Look at Cowon iAudio products. They support pretty much everything. You're losing a ton of sound quality when you recompress music like that. Not to mention mp3 is terrible sounding.

Doujin is a group of people with similar interests that create content. It could be original or based off of something. Often times it's as good as any "professional" creation with a lot of money backing it.
