Every SC2 pro had to pick their "region" at the beginning of the WCS season. It was however not country-restricted.
So Koreans could choose to play in either Europe or North-American WCS tournaments if they did not want to compete in Korea. This is what ForGG did and thus he is competing in WCS Europe. Mind you though, the RO16 onwards is held offline, so everyone that qualified would need to travel to this "offline-final".

Edit: Perhaps he was afraid of WM behind the bunker though, if there was the medivac would've died from it + rines prob with thor loaded
