So I observed a game on ICCup TestBug earlier today and couldn't get the obs features to work. After the game, I loaded the replay, checked my hotkeys and couldn't get any of the panels to show up or the bottom part of the screen to hide.
So I created a game on a standard map (Metalopolis) and saved the replay. No problems with observer bars.
Are all custom maps prevented from using the caster bars, or is this something that needs to be enabled in the custom map? Really sucks for people that are going to be casting major tournaments if it can't be turned on.

this is only a theory that I will test later but it probably has to do with whether or not you have the game mode set to "custom" mode or "melee" mode.
I would imagine that it only works for melee

What the hell? Just tried it on 1v1 mode and nothing.....

It looks like it is only working on Blizzard maps at the moment. I tried out a handful of the GSL and MLG maps and the new features do not work. The Blizz version of Tal'darim does work. Changing between Melee and Custom does not appear to make any difference to whether the features work or not either.
The maps probably require some sort of update to support the new features.

sigh and to think i scrapped all of the observer features i had planned for SC2BW because blizzard was implementing them

Well... Hmm... That makes these features REALLY helpful for the GSL... I mean, they aren't gonna just use the bars on some maps right? Hopefully, its a simple script inject, or a fix by blizzard, although it will still be a pain with the script inject...

Older maps may need to be updated with the new version of the editor to work with the Obs features, so don't get your panties in a knot just yet.

Is it even possible to hide the bottom UI part? I saw a screenshot of it hidden on PTR but I'm having trouble figuring out how to do it with the current patch.

Ctrl+W, it works fine in all Blizz maps.
Sort of hope this is fixed soon, .

Yeah, only on blizz maps with CTRL+W. I couldn't find it in the hotkeys anywhere.

yeah, its nice but we can't use it for TSL because
a) it doesn't work on custom maps; and b) it hides the minimap and we need that
we can't even observe properly without a minimap, like i'd have to scroll manually from base to base? lol

Yea I have no idea why it hides the minimap, just fixing that alone would make it usable for casting, which it's not currently.

Yep. Did some testing to. It seems it only works on Blizzard maps.
just press CTRL + N for example. Nice stuff.

The way I have seen it being used so far is dropping the bottom part of the UI during large battles to get a better view of the action and then bringing it back up afterwards. It doesn't make sense to keep it down all the time like you pointed out. Even if they did change it to keep the map up I am not sure it would be worth it to keep it down all the time either. It hides a bit of useful information.

It would be awesome, but it's a really tall order. Also it wouldn't fix the problems of being able to observe properly. Just thinking out loud over here ~
Edit: this is provided that the custom crap is a bug ofc!

Some melee custom maps have the 1.3 UI such as Sanctuarium by funcmod. It makes the issue harder to understand...
