Great find! Still works as of today. Just save to campaign folder, load it up (suprised it didn't say version error like most old saves do), and buy upgrades. After you run out of money, load it again. You can use for all 5 achievements. Get all the upgrades and you unlock the Rory portrait.
I used it to get Starship and Dominion tech master which gives Master Mechanic which unlocks the portrait.

When I go through these saves, it shows up in the completionist achievement but not the wings of liberty: Brutal. Does this mean I have to complete it on my own to get that achievement?

When I loaded this one up, it gave me the Brutal: 25 achievement. Maybe it'll work for you too?
EDIT: I'm also looking for the "Aces High" - All In (using the artifact only once) achievement.

I'm pretty sure the 1 shot 50 kill achievement is one of those rare campaign achievements that you have to get on your own. The achievement "toast" pops up at the immediate moment you take the shot, not when you complete the mission.

What someone needs to do is just save a game before he takes a shot to get the achievement. So that the game can be loaded right a the part where a 50+ kill shot is the most feasible
