This is one of the big hang-ups for a newbie to TL I feel. They should be able to pick it up if they lurk, but warnings and rules are going up all over the place. However, one thing that may not be entirely obvious to a newbie is that creating a new thread on TL is a very big deal. Perhaps a bigger deal then the 10 Commandments would suggest.
It's kinda here:
4. THOU SHALL CONTRIBUTE TO THE SITE
Contribute to the site. Everyone should pitch in. Some people contribute by being helpful when someone posts a question. Some people contribute by writing interesting posts that stimulate discussion or by uploading relevant and useful facts and information. Some people contribute by posting news from the gaming world. Others contribute by providing resources allowing us all to enjoy this game. Still others contribute by simply making everyone laugh. Contribution can take many forms and there's no single prescribed way to go about it. But, like good micro, we know it when we see it. Many contributors will have stars or special icons by their name. It's not a license to do anything they want, but good contributors will always get favorable treatment.
For you this means, when you create a new thread, make sure to include content worth discussing in it. A link or youtube video is not enough. An opening post should set the tone for discussion by being thoughtful and well constructed. We will not hesitate to close threads that don't have enough OP content.

But it's kind of buried in the thou shalt contribute. I've had fully formed thread starters that I've permanently set aside because I'm afraid it kinda overlaps with another thread/topic and I don't want to make a redundant thread. Or else, I'm afraid there's not sufficient content and other times I'll sit on a thread idea for a month or so or use it up on a post when someone else creates the topic. I'm probably a little too cautious, but even if one had a healthier sense of caution, I don't think it may be the most intuitive thing the world to the new poster.
You come from all sorts of other forums where either the community is small, so anything to talk about is welcomed no matter how lame the op is. Or else forums so large, but with little quality control where thousands of threads are started and are answered by 1-2 posters to a pretty redundant post.
In contrast, TL places high value on solid op's with lots of information/ well-written, etc.
Before you create a new thread, make sure to use the search function to make sure there isn't already a thread about the topic.
This is only covers part of the problem with OP's. Low quality threads even though there is no other thread on the topic is just as much frowned upon. It certain sections *cough* SC2 Strategy *cough* this is heavily emphasized, but I wonder if it should be emphasized even more, like its own section on TL's 10 Commandments.
