I run Starcraft II with everything on low.
My PC is pretty good:
i5 2500K @ 4.2GHz
GTX460
12GB G.Skill RAM
Corsair TX650w PSU
and so is my internet:

Has anyone else had this problem? What can I do to fix it?

For like 1-2 days I had similar issue but in CS:GO where I would stutter every 3-4 seconds (unfortunately didn't try SC2 that time). It stopped and it appeared that there was problem with ISP in that area. Since your FPS does not drop I do not think it would be pc performance and your pc excells sc2 requirements. | ||

My FPS stays at a constant 550ish In what world do you have 550fps? Im running i7 950@3.72ghz and gtx580 on mostly low settings and i cant push fps over ~350 in a 1v1 map with only me in it. Later in the game it almost certainly floats below the triple digit mark | ||

Thats crazy high framerate, no idea how you have that high o.o I dont use the sc2 framerate monitor though, normally FRAPS. The game stutters like that pretty often (without dropping fps), just game time comes to a sudden stop for a small period with server lag, or dropped packets, or just a bad connection, but the annoying part of that is that one of your opponents dropping packets or having other issues with battle.net servers can result in the game that you are BOTH in stuttering constantly ^similar so if you dont get the same issues when playing offline vs the ai then it is probably connectivity related, even if not on your end, on the server or your opponents end.. people seem to have had a lot more issues recently | ||
