I searched and did not find a topic on this yet.
I'm not sure if this should be in tech support or not (nor am I sure if this should be a [H] topic even.... in retrospect... probably not), but I'm not the only one experiencing this issue. For no apparent reason that I am aware of, I can no longer read in game chat or write in game chat. For another friend, he had the same issue, but relogging in managed to alleviate the issue. For me, relogging or even restarting the game has had no effect.
I can type in chat channels. I cannot type in game. I can see other people's pings and they can see mine. When I try to chat, it is not displayed, and no one else can read it either. The message log when I click F11 is also blank.
Lastly, if I try to party chat using "/r" then tabbing, it works immediately, and other people in my party can see it. If they use party chat however, I cannot read it, UNTIL I click the chat window icon on the mid right of the screen. When I click that, all the chat messages will pop up simultaneously.
I have never had this issue in the past. Like I said, I would have posted this in tech support, but I'm wondering if something in the new patch might have triggered this issue (although like I said, it just happened to me today, and I've had the new patch for a few days now with no issue), especially since it apparently is not an issue unique to me.
The other 3 members of my party can all chat with each other and the other team. I feel really left out  .

I think you need to restart your sc2

i got this a couple times and i restarted the game and it worked, but i heard some people it will stay like that even after restarting.

Me and my friend, who I play 2's with, have been having a somewhat similar issue since the last patch. There's random games where we can type a message but it doesn't seem to send, and neither of us can send or see what the other person and I can only assume other team could be saying. But then the next game chat is working fine again, it's been completely random when it does and doesn't work it seems.

Chat hasn't been working for any of my games.

It would have been good if you made it more clear that you suspect this isn't just a personal issue, and maybe make a summary paragraph of just a sentence or two (that's all this post really needed to be in my opinion unless it was to be in tech support).

I made it quite clear that I am not the only one with the issue... meh. I'll under that part explicitly I guess to reinforce the point.

hey i hear it seems to happen in team games and it can transfer amongs party members when a party member leaves and rejoins

I get this from time to time. It's a pain in team games. My 2v2 partner knows that if I only ping (pinging on the map works even when the chat doesn't ) I have the chat bug so he should be aware.
It's annoying, but it never persisted more than one game at a time.

This happens to me a lot in 4v4, I can confirm this.
I'd be happy if anyone has a solution for this. Restarting sc2 sometimes doesn't work.

Yes. It happens to me in team games sometimes. Also occured on ProTech' stream some days ago.

I noticed this occurring after the patch as well during team games, never in 1v1 so there seems to be some kind of a problem with party chat. Maybe you should report this to Blizzard though as there is little we can do about it on TL.

Happens to me in team games sometimes too, I can still talk in channels so I suggest that you and your friends join a chat channel so you guys can still talk in there even if your ingame chat doesn't work.

Forgive me if this has been mentioned, I don't want to read all the posts.
In Options --> Battle.net --> Privacy, if you have the setting to be set to busy during games, that might be removing your chat. I know I used to have it on and I couldn't see any chat (even my own) when talking. However, I don't remember if I was talking in party or whisper. Either way, this may or may not help.

I occasionally have the same problem in team games (when in a party), but just for one game at a time. I started getting it after 1.5. I don't have any privacy options on or busy on.

I also cannot read or send messages on certain maps in team games. Even if you are not on "Busy" in-game, this error still occurs.
Also this error occurs only for the in-game chat. I'm able to whisper to people or talk in chats while in-game, but not to players.

same here.
we play 4v4 nearly every evening, and the problem is known to our group from patch 1.5 on.
when the error occurs, you cant even read your own chat, nor the chat from your party members.
when you dont see your own "glhf" at mapstart, we know that we have the "chatbug".
it occurs so frequently, that we got used to it.
nearly every game one or more of our group has it, for the others it works fine.
it changes randomly who has this problem.
i am really surprised that blizzard has not patched this with a hotfix after some weeks now...
