Hi all,
I am running an i3 2100 with 4 GB ram and a GTS 450. I run at 1600 x 1200 res. When setting to Ultra, my FPS is hovering around 100ish, but when I move the mouse to scroll the screen I notice there is some lag between it moving. Its very small, but it affects my play. When setting it to medium, the screen scroll lag goes away and my FPS is still around 100ish.
Is this a problem because of a) my cpu, b) my gpu or c) both?
I am considering buy like a GTX 560 to run ultra or extreme with no screen scroll lag. Will this fix that?

it's your GPU. You can keep the same ultra settings and drop the res to confirm.

Definitely GPU. CPU affects things that aren't even seen on the screen (lag no matter where your screen is). The biggest thing I could think of that's causing that would be texture settings. Try lowing texture quality to medium while keeping everything else on ultra, and you might not have that problem anymore. In my opinion there's not a very noticeable difference between ultra and medium textures anyway as long as you're playing zoomed out games.

What else makes a big difference performance wise, but visually arent as easy to tell the difference of? I think turning off shadows improves performance a lot as well. Anything else?
Also, would a GTX 560 make a huge difference from a GTS 450? And, would I be able to run a GTX 560 using an Antec Earthwatts 380 psu? The GTX requires 2 6 pin connectors, but the 380 only has 1 6 pin connector.

Turning shadows from ultra (high?) to off will help a bunch. Not much else that will affect things a significantly without being noticeable.
Personally, I'd recommend setting an FPS cap of 60-85, and disabling vsync. Vsync can cause more problems than it's worth, plus it uses extra processing power.
Lastly, for best performance, one should run in full-screen mode as opposed to windowed or windowed full-screen.
