Yeah, it's not a BMP at all, once it's animated. The only image format for web at present that offers animation is GIF, and these only allow you to use 256 colors. So if your image has more than this, expect a loss in quality.
You can still do it, and it probably won't look too bad, but the process in photoshop is going to be annoying, unless you can find an animation tutorial to follow, specific to photoshop.
The other alternative, depending on what your use for this image is, is to use flash. Flash, is what powers all of our active online content (for the most part) like ads, streams, youtube videos, etc. Many of the ads you see on websites that are animated are simply images that have parts that rotate or move. A tutorial on how to do that can be found here. But I'm sure there are others (I just did a quick google search).
So it basically depends on what the image is, and how detailed/complex the colors are, and how fluid you'd like the animation to be.
The program you're really going to use is Adobe ImageReady, which handles all the animation. Some tutorials on rotation for ImageReady can be found here or here.
