If it was "not allowed," then it wouldn't work simply by putting it in your Starcraft 2 folder.
I should be clear and say not allowed in competitive play. There is a precedent set by broodwar until Blizzard announces that they will endorse shortcut key remapping for ladder play.
It's 100% undetectable except at LANs or other events where you have other people who can check your computer for it.
If you really want to change your keys there are plenty of ways to do it outside of Starcraft ... I know it's possible to rebind keys via Windows' registry (it'd be a pain if you wanted to just use those keys in Starcraft though since you'd have to change them before and after each time you play). This isn't even modifying Starcraft. Is that not allowed? How about people who use QWERTZ keyboards instead of QWERTY or such? How about dvorak users? If you're knowledgeable enough you can build a keyboard that has your keys in any fucking arrangement you want. Are these any different than rebinding keys on the software level, and if so--why? I'd say they're the same since they have the same end result. The only difference is that it's a hell of a lot easier to just do it by adding a text file to your SC2 directory.
Because it's not detectable and not possible to stop, my opinion is tournaments should allow it. But I'm not the one running them so I don't make the rules.
Actually it seems simple and it's explained quite well in the video also but i can't understand what u mean by backing up the file in base**** folder (if i got that right the number is the last patch i believe) but i just don't get how i ''backup'' the file, i see it makes a 'backup' file in the video... would u mind explaining to me plz ? i would pretty much like to custom keys like i did in wc3

Okay well it seems like it's working for me except when i chat in game i see gamestringusingAll or so except of just All and the menus have changed also with some weird gameui shit ^^ is it normal or can it be avoided ?

I explained why this happened in the OP:
previously you could simply put GameStrings.txt in the installation folder of SC2, but it would override the loading of another file (totally different in its content) also named GameStrings.txt and that's the source of the bugs that were reported earlier
So, yes, it is normal that you get these problems if you have the content of only one of the 2 files in the GameStrings.txt version that is located in your installation directory.
Until my video is processed by youtube (in the meanwhile you can also watch Tiler's), you can simply download this file: http://www.sendspace.com/file/woffi3 and copy/paste all the Button/Hotkey/ entries of your current GameStrings.txt into the version that you just downloaded. Then place the final product at the same location as your old version of GameStrings.txt
Personally, I'm a freak about things being able to be done quickly in a game. I completely respect the idea of fair play for competition as well. Having said that, I believe changing shortcut keys around should be allowed. But I guess it's up to Blizzard.
Even more than that, I wish hotkeys (control+1, etc.) were more flexible, too. Such that you could make letters on the keyboard like W through T and X through B hotkeys like hotkeyed numbers. Why? Because not everybody has joints that do this:
I remember an article/clip on TL about one of the pros whose pinky on the Control key basically moved like that in the picture. It was in fact the first thing I thought about when I saw the movie trailer.
Even better would be if ALT could act as Control.
Anything to discourage the use of hotkeying all units to 1 and 2 and all buildings to 3 and 4. I absolutely despise such a low rate of precision being embraced. It's sad. Making hotkeys easier to make on the fly would encourage finer and faster control of units and buildings.
So when will this be updated so that it works with the latest patch?
it already does, you just need to follow the youtube video but instead of the patch folder that he goes into, go to the latest one that you have and replace the text file there.
Tiler, Can you please add the ability to use common punctuation/symbols for hotkeys. Such as ',.; This does work as I have tried tested them already. You just have to spell out the name such as: Button/Hotkey/StimPack=SemiColon So you should allow those buttons to be pressed in your editor.
In follow up from Magi's post, I know Tiler is Russian, so he might need a bit of reference to get the proper name of all the qwerty keyboard punctuation, you can have a look at the wiki article, it's quite complete : http://en.wikipedia.org/wiki/Punctuation (just make sure to avoid using plurals, such as "dashes", "brackets", etc.)
I want to add that with autohotkey you can easily remap fx and the number keys, as well as do some other neat tricks. (For example I have 7-0 mapped to f1-f4 )

There are other keys you can bind to by I believe these are the safest. IE you wouldn't want to bind something to enter, space, etc...
