This is actually exactly what the Lurker was. More mobile, less range unit. Make it a unit that can be very cost-effective, but in order to attack it also needs to get into attacking range of the enemy.

A positional unit is exactly what zerg needs, and I hope that it's not a long-range artillery unit.

I had the idea of somehow making it so that the swarm host can't stay burrowed in the same area for a long period of time. Would force a bit more mobility and thought when using them. Perhaps make it so that after say 3 rounds they can't make locust in that spot anymore for 5 minutes. Would help.

If you want to go that route it would be better to have slower spawn times on locusts over a period of burrowed time.

You could just unburrow and reburrow them, no?

Perhaps there would be some location tracker so that they couldn't use the same location more than once, or not use it for a while

Let's say you're a new player and you build a queen from your hatchery. You mouse over its abilities and then you spot a grayed out upgrade: "morph to flying queen - powerful spellcaster. requires [x]". I think those sort of teasers are very fun aspects of the game. It's similar to hype created by a community over new unit suggestions, which derives from the same anticipation. Compare this to just seeing a unit in the larva's command card. There are units there to the point of overload so that the effect is lost and it feels less special, less like you can get to discover a new unit for yourself.
