French organizations O'Gaming TV, Millenium, and aAa claim they have been barred by ESL from providing French language streams of the upcoming WCS Europe Premier League. In a post on TeamLiquid.net, O'Gaming's SC2 Tournament Director Kerri stated that "Today, ESL Decision was given to us: Access to the WCS is forbidden to French organizations"

However, ESL has denied this claim. ESL Director Michal Blicharz (Carmac) said that the French organizations are free to stream WCS Europe, as long as it through WCS stream partner Twitch. "It is not true that OgamingTV, Millenium or Team aAa were barred from broadcasting WCS Europe. OgamingTV is free to broadcast WCS Europe on Twitch, the broadcasting partner of WCS Europe, next Tuesday." posted Carmac in reply to the claims from the French organizations.

As of February 18th, the opening night of WCS Europe's Premier League, there is no official French stream. German, Russian, Polish, Italian, and Spanish streams are being provided by ESL partners.

The dispute appears to center around a conflict between preferred streaming platforms: DailyMotion for French organizations, and Twitch, the official streaming partner of WCS. Carmac alluded to this problem, saying "The conversations about the conditions which OgamingTV would want to stream WCS Europe under (including broadcasting on platforms other than Twitch) were ongoing in good faith and we hope those will continue."

The three organizations O'Gaming, Millenium, and aAa had been involved in WCS 2013 in varying degrees, sometimes providing dual streams on both the DailyMotion and Twitch platforms. Notably, the three organizations partnered up to provide a French language stream for the WCS Season 3 Finals, streamed on both Twitch and DailyMotion.

In the 2014 season, Millenium TV had already streamed portions of the 2014 WCS Challenger League Qualifiers.

During the 2014 Challenger League for WCS Europe, German, Polish, and Russian language streams were provided by ESL partners in addition to the official English stream.

Dear Starcraft II community,

My name is Sebastien « Kerri », I am the Starcraft II Tournament Director at O’Gaming TV.

France has one of the biggest community in Europe and is very structured thanks to two very professional TVs: O’Gaming TV & Millenium TV. You probably know us and you already followed our different products: Dailymotion Cup , NationWars, MSI Pro Cup, Numericable M-House Cup, Iron Squid I & II. We made the best players come in our country, we gave to the Starcraft II fans the best shows and gathered the French-speaking countries on high-quality streams.

O’Gaming, aAa – which was in charge of casting WCS in 2013 - and Millenium have recently wanted to build a partnership and to work together to apply for casting in French WCS Europe. This Partnership is for us the best way to enable all our fans meet the biggest SC2 competition with all the best French casters.

Today, ESL Decision was given to us: Access to the WCS is forbidden to French organizations.

We love Starcraft II. We love E-Sport. We love WCS. If you support our work, I kindly invite you to share this post !

Obtaining broadcasting rights for WCS Europe was not something that we made difficult and the fact that the league has been broadcasted in five different languages is evidence of that.

The ESL and Blizzard have nothing against OgamingTV broadcasting the StarCraft II World Championship Series in French. We have the highest regard and admiration for the quality of their work and see them as a valued supporter of the StarCraft II community.

The conversations about the conditions which OgamingTV would want to stream WCS Europe under (including broadcasting on platforms other than Twitch) were ongoing in good faith and we hope those will continue.

I think that if the French are willing to use Twitch (because it is a partner), then they should compromise and use Twitch. If the platform isn't the issue... well, I think this is just silly.

Thanks for bringing us the news stories so fast Wax

Can't believe this is true...

Everyone in the sc2 scene should do everything they can do stagnate the sc2-decline as much as possible. Fails like this isn't helping anything to say the least...

That's a nasty blow. French community always was a very nice part of the Starcraft scene. I would kind of understand not allowing Dailymotion since Twitch is an official partner, but not allowing French organizations to have streams of a WCS Europe? I just don't see why that decision would be made.

I don't agree with this. Because in Russia and Post Soviet countries - Twitch is the worst player. Because it always lagging in all posible qualities: from Source to Medium. I want use player - which i want. I'm a viewer. advertizing is aimed at me, instead of at organizers

Without knowing more about the reasons given for the decision, it's impossible to say whether it's fair or not. We need more info.

Can someone enlightenment as to why the french organizations in particular associate with Dailymotion so much in the first place? Is DM french owned or something? (EDIT: Okay I checked, it is indeed french owned)

Also yeah if there is some sort of money being passed around for twitch exclusivity and what have you, then I see no problems here, had they refused to stream on twitch. Alternatively, is there something in the Blizzard rules or whatever that disallows restreaming? It could be as simple as that.

This entire thing reeks of taking things out of context and trying to stir up drama over nothing.

The thing is, contractually, Twitch is the exclusive partner of WCS. If the French organizations want provide a French language stream, then they will have to play ball with WCS and exclusively use Twitch for just their WCS broadcasts.

If this is a platform issue, that is. That seems to be most likely issue at the moment.

This is typical french to refuse to adapt to english though. I do agree they kinda have a point, but it's so typical of them, really annoys me.

Also dailymotion is really, REALLY terrible.

When Twitch pays money for exclusive broadcast - then it should be that way.

Why?
You can't just throw out statements like that and expect anyone to accept them at face-value.

If it's a Twitch thing, that's really stupid. If the Twitch partnership is preventing people streaming on other services, Twitch should make their service usable first, THEN ban other services.

Maybe one day we will live in a nice world like LoL Champ Series where you can watch on Youtube or Twitch, rather than being forced to use Twitch. While Twitch may have managed to get de facto control over streaming, it's still a bad enough service that dual stream options should be standard for major events.
HOLY CHECK!

Because WCS is partnered with Twitch, and they contractually can't broadcast on other streaming platforms like Dailymotion?

even if dailymotion is more profitable for french stream, they already used twitch a lot when it was necessary like for dreamhack, iem or even wcs (aAa streaming the whole season on twitch)

so i don't understand why people jumping on the fact that this is the main issue ?

what is the reason then to forbid any french stream ?

No statement from ESL yet. And whining like that is higly unproffesional. I wouldnt like to work with O'Gaming after that. Don't know what they expect to achieve with trying to make a drama.

IMO, if the French streams offered to use Twitch and were still denied, it is on ESL
