Ok, it's a start but I don't think any of these changes will really fix any issues that are currently present.
Time Warp costing 25 more energy won't have any impact on blink stalker all-ins, 25 energy is like 10-15 in game seconds, isn't it?
I wish they would come up with a different way to make ghosts usable at all... Ghosts are only made to counter protoss high-templar. Other than when Protoss makes high templar, they are basically useless. Nobody makes ghosts pro-actively because they have no useful abilities whatsoever... Either buff snipe or give the ghost an ability that can be used the other 85% of the time. If they are going to make it this specific "you only make this unit when Protoss makes this one unit", at least make it cheaper than 200/100. That is insanely expensive for the what little the Ghost does now... Yes, I know you can snipe infestors, but since they nerfed the infestor and didn't make it the end-all, be-all unit, you don't need Ghosts in TvZ anymore...

Also, I like the ghost buff, although I'll probably use it for better bio play and potential ghost rushes ;D

Finally a reason to make hydras! Zerg really needs a better way to apply aggression when swarm host + static defenses are weakend against protoss, thats also were I can see the overcharge change fitting in.

Even as a Terran, I'm not too fond of the idea behind the Ghost-buff. I think TvP is more entertaining to both watch and play when the Protoss goes Templar befire Colossus, and integrating the EMP upgrade into the unit from the start would make that difficult. IMO it would be better to buff Vikings if you want to help mech. Maybe that would impact TvZ too much, though.
All the other proposed changes look really cool!
Better Tempests to deal with mass static defence, sounds good. Weaker MSC, sounds VERY good. Cheaper Hydras seems really drastic, but I'm glad they're at least trying it out, and I doubt it will go though in the final patch.
So yeah. Not sure what people in this thread are crying about. But I guess with the mood at TL.net being what it is right now, Blizzard could hand a million dollars in cash to each poster and they'd still be the scum of the earth in the eyes of some of you people.

Uhhh... not sure where they're going with this. I guess it does help against blink stalkers, but not that much. I'd rather see a vision change honestly to make it riskier to lose the core

A Passive Tempest ability that allows them to deal 2-3 times more damage vs. Structures
Tempests attack far too slow for this to make much of a difference, and that still doesn't make the game any less boring or exciting.
I agree with most of your points.
I think they could decrease the range on Photon overcharge maybe? It really has changed PvP for the better so I don't want to see it nerfed just because enough people are whining.
I almost never use it vs. Zerg anyway.. it's mostly a Terran thing and Terrans have started to do more aggressive builds lately that just brute force through PO (more Marauders earlier, etc)
The Hydra buff is total nonsense. TOTAL nonsense. Protoss will basically have to rush AOE like they do vs. Terran. PvZ will become PvT, except P is actually behind in the lategame. By a lot.
Honestly to me this sounds like when they were going to buff DT speed to like 12x what it is and then just dropped it because it was dumb.

Make them require less minerals then. But 25 gas is wayyyy too little. You can basically support 14 hydras at a time off 2 bases. Which is game breaking in PvZ because every single Protoss will have to rush AOE.

They are adamant about ghost mech. I really want to see that in action. :p Sounds kinda cool, though I don't see how this change will make people play TvP mech, seems like they'd just use it in a bio composition.

While larva inject exists Hydras can't be too cheep, if they are it would break the game in all MUs, if they make them cheaper they also need to nerf them in some fashion.

lol no, 25 energy is a huge deal in game time when talking about all-in timings. It's a huge change. Sadly, time warp was not what made BS all-in so good

EMP is crazy good TvP regardless of high templars (which, btw, are made essentially every game now). This is a good buff to terran no matter how you slice it, even if it's not the be all end all of fixing TvP.
