IRC Round 16(could be 32 too ) on is going to be played offline in NA/EU. I sincerely doubt they directly seed any off the Koreans into the later rounds of the EU/NA tournament .
I think Blizzard is aware that they "screwed over" the american scene at least a bit and on the other hand they just purchased all that IPL stuff. Maybe expect some kind of american / EU citizen only tournaments?
Maybe they are even trying to do something with NASL? (We give you money, you don't allow Koreans, this is just some really random speculation though, but I think they will do something to make up for the WCS thing with the IPL thingy)

So it's basically a list of players that failed to qualify for GSL/dropped to Code A/B? Their moving abroad won't make the GSL lack in skill at all. They might dominate the foreigner scene and that's it.

That was Mvp's worst tournament ever, and shouldn't be used as an example of how things will go now a little less than a year later.
