In an industry dominated by online clans and individual star players, we wish to fill the void of a truly community-driven league. If you look at other traditional sports, such as hockey, basketball, baseball, football, etc. it is the fans and the rivalry that spark excitement to a game, and we hope to promote the same. No other league can bring you the intensity of a potential powerhouse series of California vs. New York, or a regional rivalry showdown between Maryland and Virginia, or just a classic hate-filled battle of British Columbia vs. Alberta. We can.

Again, the concept is simple: teams are put in regional divisions and play each other in a 7-week season, then go through ro28 playoffs to decide the ultimate champion of North America (minus Mexico and others )

All 5 games will be played and counted towards a score

Score:
A series win will be worth 1.5 points, and individual game wins will be worth 0.5 points.
e.g.
5-0 = 5 x (0.5) + 1.5 = 4 points
4-1 = 4 x (0.5) + 1.5 = 3.5 points
3-2 = 3 x (0.5) + 1.5 = 3 points
2-3 = 2 x (0.5) + 0 = 1 point
1-4 = 1 x (0.5) + 0 = 0.5 points
0-5 = 0 x (0.5) + 0 = 0 points

League ranking will be determined by the total number of points.
Tie-breakers: 1. Number of series wins, 2. Number of games forfeited, 3. Any other ties will be resolved by the league on a case-by-case basis.

All games are to be played on every Saturday at 5PM PST (for West conference) or 5PM EST (for East conference)
Any reschedule issues must be resolved by the manager and the manager of the opposing team.

Due to the large number of games being played every week, we cannot cast and broadcast all of them. The league will 'feature' 6 series (3 from the West conference and 3 from the East conference) every week and cast them on Friday/Saturday/Sunday of that week (2 series/day)

Any other series will be casted by local casters (or other online casters) and stored as VOD's. If we cannot find casters, at the least we can release replays.

1. Player Eligibility

a. All States and Provinces in United States and Canada can register for the NSL.

b. Players must be LEGAL RESIDENTS of their respective Province or State. Players that are attending schools in a different area, or are on long-term work permits, must play for the Province or State they are currently studying / working in.
ie. If a player lives in New York, and studies at Stanford University, he/she must play for California for the duration of the degree.

c. Players must be able to prove their residency upon request.

d. If players are unable to obtain legal residency status for personal reasons, they are eligible to participate if they have lived in their respective Province or State for the past 12 months. The above does not apply to players that already have legal residency status in other Provinces or States.

e. If a team is found to be fielding players that do not fall within 1b or 1d, any games that were previously played by the said player will be recorded as forfeit losses and the team will be evaluated on a case-by-case basis.

2. Team Roster

a. Every team must have a minimum roster of 7 players, but it is highly recommended to have a bigger roster of players as back-ups or substitutions.

b. A maximum number of 2 (3 during playoffs) players from the same professional team house can be fielded in a given series by one team.

3. Administrative Rules

a. Each team will have a 'manager' that is responsible for organizing his/her team, submitting line-ups, results, and replays, and serving as the -only- point of contact with NSL staff and other managers.

b. Each manager can assign an ‘assistant manager’, and he/she can be used as an additional point of contact with NSL staff and other managers.

4. Time Deadlines

a. Managers are responsible for submitting line-ups every week by Wednesday 11:59PM.
ie. For the first week (April 15-22), the line-ups are due on April 11 at 11:59PM PST, or EST.

b. The league STRONGLY suggests everyone to play on Saturdays at 6PM PST (West Conference) or 6PM EST (East Conference). The league also suggests the games to be played in order, but if the players agree, the games can be played simultaneously.

c. Teams are considered no-shows if no games are able to be started by 20 minutes after the proposed match time, and are given an automatic series loss.

d. Players are considered no-shows 10 minutes after the preceding sets of playable matches end and are given an automatic game loss. Match delaying may only be granted if the opposing team -AND- match admin agree.

e. IN ORDER TO CLAIM A FORFEIT LOSS: screenshot and email at nationalstarleague@gmail.ca as much information as you can.
ie. screenshots of battle.net where their team is offline, chat records, IRC records, confirmation from the opposing team's captain, etc.

f. The replays must be submitted to the league by Wednesday 11:59PM. It is strongly recommended that the replays are submitted right after the series is finished.
ie. For the first week (April-22), the replays are due on April 18 at 11:59PM PST, or EST.

5. Substitutions

a. Every team is given 4 substitutions for the duration of the regular season, and 3 substitutions for the duration of the playoffs.

A substitution can be used at the manager's discretion, and any player can be substituted in to replace a player that was initially in the line-up. The player to be substituted must be a player that is NOT a part of the initial line-up.

A substitution may be announced (prior to the match) in either the lobby or chat channel. The opposing team will then have the opportunity to respond with its own substitution, or continue with the same player.

b. No additional substitutions will be rewarded and missing players will result in forfeit losses. The league will also review these issues and handle them on a case-by-case basis. Any issues due to unforeseen circumstances, such as injuries, natural disasters, etc. will be handled separately.

6. Reschedules

a. If a manager wishes to reschedule a single game (or multiple games), the rescheduled games must be played within 48 hours of Saturday 6PM PST or EST.
ie. Games are initially scheduled on April 14th, 6PM, but a player can be rescheduled to play his/her game anytime between April 12 - April 16.

The reschedule must be resolved by the manager and agreed upon by the opposing team's manager. The manager wishing to reschedule the game(s) must also notify the league in advance. The opposing team's manager has the right to decline the reschedule and missing players will result in forfeit losses.

7. Gameplay Rules

a. All games will take place on Battle.net North American server.

b. All games are to be played in game mode 1v1 and game speed Faster.

c. In-game chat should be limited to pp, ppp, or related (for PAUSING the game) and gg, good game or related (for ENDING the game). Players can ask to remake the game in the first -30- seconds if there are latency issues.

d. Dropping from the game after the -TWO minute- mark will result in a loss unless there is clear and undeniable evidence that the dropped player had the game won. Remakes may only be granted if both players and managers agree.

e. Only players and commentators are officially allowed in game. If both players agree, observers may join the game.

8. Bannable Offenses

a. Smurfing, maphacking, observer hacking, in-game coaching, and any type of behavior that gives an unfair advantage to a player can be grounds for a permanent player ban.

A very good looking start...but in the spirit of true competition.. why include almost every team into the playoffs? That kinda of makes the regular season matches non-dramatic and worthless. It would be a better choice to go with the top 4 from each or something closer resembling a 'sports' competition.

Also.. looking over the points setup.. You would be better off sticking to a more traditional setup. I personally love that you are changing up how team matches are played and I like the idea of the points, but there is no reason to only reward .5 per game win. Since the numbers value is the same as 1... it would be much easier for a user and fan to understand awarding 1 point per map/game win and 2 points per series win.

Example:

5-0 = 5+2 = 7
4-1 = 4+2 = 6
3-2 = 3+2 = 5

etc..

however, you would be even better off simply awarding a single point per map win and making that score the score of the match. The 'Win' comes in the fact that you are using a 5 game series and there will always be a winner. by doing this.. you put even more importance on each map counting and the scores of the game are a direct reflection of the score of the match.

For Example.
Nebraska vs. Colorado was an exciting 3-2 win for Nebraska!
That is easily understood by a viewer and those 3 points (better yet Maps For or Games For) are easily understood.

So.. your standings would like as followed:

Team ---------- W --- L ---- MF ---- MA --- MD
Nebraska ---- 1 ---- 0 ----- 3 -------- 2 ------ 1
Colorado ----- 0 ---- 1 ----- 2 -------- 3 ------ -1

All of that is very easy to follow. If you run the math of your current setup, you will notice that your bonus points and points system will have no effect on the actual outcome of the standings if wins/losses are considered the first decider. So essentially there is no reason to award bonus points.

ha.. sorry for the long post.. this kind of stuff is what I do and love.. I just kinda got carried away! Good Luck no matter what format you use.. but I would suggest considering a system that will be easier to follow for the fan.

As this is the inaugural season of NSL, it has been decided that all teams save the bottom 4 will be allowed to participate in playoffs so as to have a full feel for the NSL system. We want the community driven teams to have as much interaction with each other as possible in the beginning, so as be able to study up their opponents, to find grudge teams, and to enjoy the experience overall. The 4 seeds and bottom 4 out is to keep the season a little more competitive.

As we progress our seasons and include more States and Provinces, and find time for more games, playoffs will become increasingly exclusive.

The rankings in the league is based on the total number of points. The bonus for winning and points per game will reward teams with greater depth and preparation. For example, a team with a greater number of wins where most of the wins are 3-2 can rank lower than a team with more losses that are 2-3, but manage to win 5-0 a few times. If you drop the .5 and just do things in whole numbers, you will be better off from a viewer stand point. The Bonus points are fine and I understand your reasoning.

As for the playoff issue.. that does make sense for a first season.
