It occured to me, I don't actually have background music turned on, so when I'm in the menus I don't hear anything other than clicking buttons sounds. The reason yours cuts out is probably because it gets cancelled once the menu music triggers.

Like I was saying earlier, to install, open base.SC2Assets.MPQ with the mpq editor. Once open, go to Assets and drop the extracted download there.
To make your own, just find an audio you like and copy it multiple times, renaming each copy with one of the names of the audios in the download until you have a copy for each name. If you find the volume is too low, you can go to base.sc2data -> Gamedata -> SoundData.xml as Existor was saying, then find the following line using ctrl + f.

Change the value next to Volume below that line to increase/decrease it.

Yeah. the defeat audios are called "UI_Stinger_DefeatPanelGeneric", "UI_Stinger_Complete02", "UI_Stinger_Complete03" and "UI_MissionFailed"
A new Sc2gears has been released with a new "The Sound of Victory" plugin which plays an audio file after each of your games based on your match result (win or loss). You can choose your own Victory and Defeat audio files.
